The Ministry of Marine Affairs and Fisheries has received financing from the World Bank toward the cost of the Infrastructure for Coral Reef Areas - Oceans for Prosperity Project (INSAN TERANG – LAUTRA, henceforth LAUTRA). To support the project implementation effectiveness, transparency, and accountability, the LAUTRA Project Management Office (PMO) will be established as part of Component 4 (Project Management) to support project coordination and management in accordance with the project’s objectives and fiduciary procedures. This component, led by the Ministry of Marine Affairs and Fisheries (MMAF), will provide goods, training, consulting services and incremental operating costs to strengthen the capacity of the PMO, PIUs and Provincial Project Supporting Unit (PPSU) to manage, implement, monitor, and report on project activities.

The objective of Marine GIS Assistant assignment is to support the project implementation effectiveness, transparency, and accountability, project coordination and management in accordance with the project’s objectives and fiduciary procedures and will provide goods, training, consulting services and incremental operating costs to strengthen the capacity of the PMO, PIUs and Provincial Project Supporting Unit (PPSU) to manage, implement, monitor, and report on project activities. The Marine GIS Assistant will be responsible for maintain all spatial data and mapping activities while also work closely with the PMO Secretariat as well as the PIUs.

The Ministry of Marine Affairs and Fisheries now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc. including a Cover Letter and reference letter). The qualification criteria are as follows:

1. Minimum Bachelor"s Degree (S1) in Marine Science, Oceanography, or Geography;

2. Fresh graduate with GPA > 3. 5 with experience in Arc GIS, oceanography data and publication for dissemination;

3. Demonstrate proficiency with ArcGIS Pro, QGIS, PostGIS, or equivalent and familiarity with ArcGIS Online, QGIS Server, Leaflet, or similar frameworks of WebGIS development tools;

4. Have strong remote-sensing skills (e.g., oceanography data processing, sonar data, multispectral imagery, reef‐health indices);

5. High integrity, initiative, meticulous and diligent;

6. Demonstrated ability to meet set deadlines and deliver outputs/results.

7. Excellent communication skills, including good spoken and written English, report writing and presentation skills.
