The Ministry of Marine Affairs and Fisheries has received financing from the World Bank toward the cost of the Infrastructure for Coral Reef Areas - Oceans for Prosperity Project (INSAN TERANG – LAUTRA, henceforth LAUTRA). To support the project implementation effectiveness, transparency, and accountability, the LAUTRA Project Management Office (PMO) will be established as part of Component 4 (Project Management) to support project coordination and management in accordance with the project’s objectives and fiduciary procedures. This component, led by the Ministry of Marine Affairs and Fisheries (MMAF), will provide goods, training, consulting services and incremental operating costs to strengthen the capacity of the PMO, PIUs and Provincial Project Supporting Unit (PPSU) to manage, implement, monitor, and report on project activities.
The objective of Environmental Specialist assignment is to support the project implementation effectiveness, transparency, and accountability, project coordination and management in accordance with the project’s objectives and fiduciary procedures and will provide goods, training, consulting services and incremental operating costs to strengthen the capacity of the PMO, PIUs and Provincial Project Supporting Unit (PPSU) to manage, implement, monitor, and report on project activities. The Environmental Specialist will be responsible for providing technical support for project preparation to the MMAF, particularly in the area of environmental safeguard management.

The Ministry of Marine Affairs and Fisheries now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc. including a Cover Letter and reference letter). The qualification criteria are as follows:
1. A Master’s Degree in Environmental Science, Environmental Engineering, Environmental Studies, Biology, or Natural Resource Management;
2. Minimum of 5 years of experience in environmental safeguards, compliance monitoring, and/or environmental management;
3. Substantial and diverse experience in all facets of the post requirements. Experience working in both government and donor-funded projects and institutions would be an advantage;
4. Significant professional experience at senior technical and advisory levels on issues related to environmental review, safeguards and mainstreaming issues and processes as practiced in Indonesia;
5. Proven ability to conceptualize, design and produce major safeguards instruments, and reports (EMPs, etc);
6. Excellent oral and written communication skills in English and Bahasa Indonesia.
7. Willingness and ability to travel to project sites if required.
