• The Government of Tonga has received financing from the World Bank (Bank) toward the cost of the Tonga Safe and Resilient Schools Project and intends to apply part of the proceeds toward payments under the contract for the Construction of School Facilities at LOT1 GPS ‘Alele’uta, LOT2 GPS Tongamama’o and LOT3 Niuafo’ou District High School.
• The Time for Completion for the whole of the Works shall be no longer than 12 months.
• The Ministry of Education and Training now invites sealed Bids from eligible Bidders for retrofitting and new construction of school facilities at LOT1 GPS Aleleuta, LOT2 GPS Tongamamao and LOT3 Niuafoou District High School. Retrofit works include structural strengthening, architectural replacement and improvements, electrical replacements and improvement and the construction of new facilities at each school lot.
• A pre-Bid meeting shall take place at the following date, time and place: 10:00am local time at the Ministry of Education and Training (MET) Conference Room, on Thursday, 4th December 2025.
• The bidding document in English is made available in electronic to interested Bidders free of charge. Bidders to bring a flash stick for download at address below.
• All Bids must be accompanied by a Bid-Securing Declaration
• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 and is open to all Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from Ministry of Education and Training, Mr. Mosese Fatukala, Procurement Officer, Tonga Safe and Resilient Schools Project, email procurement@tsrsproject.onmicrosoft.com and inspect the bidding document during office hours: 8:30 AM to 4:30 PM at the address given below.

Submission of Bids

• In addition to the original of the Bid, the number of copies is: 3 (three). Every hardcopy must be in a spiral/comb binding. The Bidder is encouraged to submit one (1) electronic (CD or Flash Drive) form copy of the bid in Word format and of the priced Bill of Quantities in Excel format. Bidders who do not submit a softcopy version(s) shall not be penalized. However; if softcopy version (s) is submitted, in case of any discrepancy between the hardcopy and the softcopy version(s), the hardcopy original version shall prevail.
