Assignment Title: Consultancy for Redesign and Redevelopment of the Website for the Rogun Hydropower Plant Project

The Republic of Tajikistan has received financing from the World Bank toward the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project, and intends to apply part of the proceeds for consulting services.

The main objective of this project is to redesign and redevelop the first of several existing websites on Rogun HPP to make it the “go to” site for public queries about the project and to ensure it is technically robust, user-friendly, and aligned with the latest web standards. The new website will be responsive, accessible, and easy to navigate. Once this website is redesigned and launched, a new TOR will be developed for the next website.

Anticipated date for commencement of the Services is January 2026. The estimate duration of assignment is 3 months for the website development and launch, and an additional period of up to 6 months to hand over the website.

The Projects Management Group for Energy Facilities Construction under the President of the Republic of Tajikistan (PMG) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants shall provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• The Consultant shall be a registered legal entity and shall have been in operation for at least 3 years providing website design, development, digital communications, or related ICT services. Having local presence (registered in Tajikistan).
  (The Consultant shall provide a Copy of Certificate of Incorporation issued by the relevant authority in the country of establishment.)
• The consultant shall submit a detailed organogram to demonstrate managerial and organizational capabilities to carry out the assignment. Evidence of operational capacity to deliver web development, CMS/CRM integration, business-process automation, and support/maintenance services.
• At least 5 full website and web-application development completed in the past 3–5 years, including developing multilingual, accessible, and responsive websites, content management system (CMS) integration.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in September 2023 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but shall indicate clearly in the Expression of Interest whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultants Qualification Based Selection (CQS) method set out in the Procurement Regulations.
