Assignment Title: Selection of Procurement Specialist

The Government of the People’s Republic of Bangladesh has received financing from the World Bank toward the cost of the Bangladesh Sustainable Recovery, Emergency Preparedness and Response Project (B-STRONG) (DDM Part), and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include, but not limited to following scope:
· Assist PD in implementing all aspects of procurement under B-STRONG’s DDM part, such as procurement proceedings of tenders and proposals, pre-proposal meeting, evaluate Tenders and Request for Proposals including contractual matters during implementation of project, contractual conflicts/disputes and contractor’s claim, address complaint etc. as per the PPR and WB Procurement Regulations;
· Provide advice on procurement policies and procedures ensure consistency with World Bank’s Guidelines and Government’s Public Procurement Act and Regulations;
· Prepare and update Procurement Plans on a periodic basis through Systematic Tracking of Exchanges in Procurement (STEP) portal and uploading all procurement related documents in STEP;
· Prepare, review, and finalize procurement documents such as Bidding documents, Request for Proposals (RFP), Bid/Proposal evaluation reports, Request for Expression of Interest, draft contract documents, meeting minutes for pre-bid/ pre-proposal meetings, negotiations, for all contract packages to ensure consistent application of the Procurement Regulations of the World Bank and /or Public Procurement Act and Regulations as laid out in the legal documents between IDA and GoB;
· All procurement activities are to be carried out following World Bank Procurement Regulations and Government’s Public Procurement Act and Regulations, as applicable;
· Prepare all documents required for approval of the DDM and Ministry;
· Take necessary measures for Concurrence of concerned documents from World Bank;
· Provide guidance to PD to develop better procurement management;
· Provide operational advice on concepts, policies and procedures for international and local procurement matters;
· Closely monitor procurement activities in reference to the Procurement Plan timeline and the procurement approval process of the Government and bring any slippage of activities immediately to the attention of the PD and take risk mitigation actions;
· Verify payments under procurement contracts and help prepare applications for payment;
· Conduct procurement activities under the project using BPPA’s e-GP portal;
· Prepare and update Project Procurement Strategy for Development (PPSD);
· Prepare periodic reports required by MoDMR/DDM or the WB, and ensure proper follow-up of necessary actions; and
· Any other relevant tasks assigned by PD.

Department of Disaster Management (DDM) now invites eligible “Consultants” to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
a) Educational Qualification
· At least a Bachelor’s Degree in Engineering; or a Master’s Degree in Business Administration, Commerce, Finance, Law or Procurement or any other relevant subject.
· Professional qualifications in procurement, purchasing, and/or supply chain management (such candidates will be given preference).
b) Experience
· Seven (7) years of work experience in procurement in government/semi-government institutions or with international donors, implementing development projects; or having had or other responsibilities with a substantial procurement content (i.e. preparation of bidding documents and requests for proposals; use of internationally accepted contract document; understanding of principles underlying procurement issues; etc.);
· Extensive knowledge of Government’s Public Procurement Act and Regulations;
· Familiarity with the WB STEP system;
· Extensive knowledge of the WB Procurement Regulations;
· Excellent spoken and written Bengali and English skills.
Duration of the Assignment: The Consultant shall perform the Services for up to 18 (eighteen) man-months over the project period. However, the duration will depend on performance of the individual in this position.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for IPF Borrowers, Sixth Edition, February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the ‘Selection of Individual Consultant’ method following open competitive approach set out in the Procurement Regulations.
