The Republic of Tajikistan has received financing in the amount of US$ 15.0 million equivalent from the World Bank toward the cost of the Technical Assistance for Financing Framework for Rogun Hydropower Project, and it intends to apply part of the proceeds to payments for goods, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Asian Infrastructure Investment Bank (AIIB) (US$ 5.0 million).

The project will include the following components:

• Component 1: Development of a macroeconomically sustainable financing plan and a commercial framework for Rogun HPP Project
• Component 2: Improvement of the dam safety
• Component 3: Strengthening of E&S framework and benefit sharing aspects of Rogun HPP Project
• Component 4: Strengthening of institutional capacity of Rogun PMG and Rogun JSC.

The goods, works, non-consulting services and consulting services to be procured through open international competitive procurement are:

• preparation of additional economic and financial assessments and studies that may be required for the Rogun HPP Project;
• development of tariff reform program for electricity sector;
• implementation of energy efficiency audits of large industrial state-owned enterprise consumers and development of energy efficiency program for such state-owned enterprise consumers;
• review of existing contracts and preparation of procurement documents;
• preparation of additional technical and engineering studies and consultancy services required for addressing technical issues under the Rogun HPP Project;
• assistance to the Project Implementing Entity in developing: (1) a Contractor Management Plan that will specify supervision arrangements and responsibilities of the Project Implementing Entity with respect to the E&S performance of its contractors; and (2) recommendations on ensuring compliance of contracts (including modification of existing contracts to include relevant E&S requirements) with the applicable E&S standards and requirements;

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers dated (November 2020) (“Procurement Regulations” and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank’s external website, websites of PMG Rogun (http://energyprojects.tj), JSC “Rogun HPP” (http://rogunges.tj), untg.org and local newspapers.
