The Federal Government of Nigeria (FGN) has obtained credit from the International Development Association- IDA/World Bank to support the Government in reviving the process of Economic diversification through the mining sector.

The Ministry of Mines and Steel Development the implementing agency through the Mineral Sector Support for Economic Diversification (MinDiver) Project[1] intends to apply part of the proceeds for eligible payments under the contract for the Engagement of consultancy Services for the Preparation of an Environmental and Social Safeguards Audit for the Mineral Sector Support for Economic Diversification (MinDiver) Project which this request for expression of interest is issued.

The objectives of this consultancy are:

• To perform an independent assessment of the environmental and social management of MINDIVER project in line with the requirements established in the ESMF, RPF, and ESMP. The focus will be placed on examining whether the system for addressing environmental and social aspects of the project and sub-project activities are functional and adequately resourced and whether implementation of mitigation measures and established mechanisms as contemplated in the above documents were implemented. Based on audit findings, gap-filling and enhancement measures with agreed action plans will be recommended for the project going forward
• To establish the performance baseline on the compliance to environmental and social safeguards and addressed social issues, as outlined by the Environmental and Social Management Framework (ESMF), Resettlement Policy Framework (RPF), Project Appraisal Document (PAD), and ESMPs prepared for all civil/renovation works contracts in the participating agencies of MMSD, etc. in order to develop a sound Environmental and Social Management System (ESMS).
• To explore and outline specific opportunities and actions for improvement of current performance on environmental and social safeguards, addressing social issues according to audit findings.
• To propose remedial measures to address the gaps identified in the audit.
• To facilitate management control of environmental practices, mainly, and social practices relevant to the project.
• To design an action plan for managing the identified Environmental and Social non-conformance safeguards issues based on the audit findings.

The shortlisting criteria are:

• General listing of projects experiences for the last seven (7) years, including the completed and ongoing projects;
• A specific description of similar assignments in the last seven (7) years (with evidence such as Award letters and Contract Agreements) stating the Scope of Work and Contract value of these assignments is very important for evaluation purposes.
• Specific experience in Environmental Management and Assessment and in countries with similar conditions as Nigeria will also be evaluated. Relevant experience working with international development institutions like the World Bank is an added advantage.
• The firm’s Organization structure (Organogram) showing human resources and the adequacy of the staff to coordinate this activity. Only the CVs of Staff of the firm within the Organisation are required here for evaluation.

For each project performed the consultant shall provide the name and contact address of the client (office & e-mail address, and telephone number), date(s) of execution, name(s) of lead and associate firms, and contract amount.

The attention of interested Consultants is drawn to paragraph 3.16 of the World Bank’s Procurement Regulations on Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers edition of July 2016 revised November 2017 and August 2018 (‘’Consultant Regulations’’) also setting forth the World Bank’s policy on conflict of interest.

The implementation period for this activity shall be Six (6) weeks.

Selection of the consulting Firm:

A Consulting firm will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method procedures in the Bank’s Procurement Regulations for IPF Borrowers (July 2016) (Procurement Regulations) revised in November 2017, August 2018, and November 2020 and open to all eligible firms and individuals as defined in the Procurement Regulations.
