Tender Name: Hiring Emission Reduction (ER) third-party independent verifier for Energy Access and Quality Improvement Project- EAQIP
The Republic of Rwanda, represented by the Ministry of Finance and Economic Planning (MINECOFIN) and the International Bank for Reconstruction and Development (World Bank) in its capacity as trustee of Carbon Fund of the Carbon Initiative for Development (Ci-Dev) agreed to an emissions reduction purchase agreement (ERPA) on October 7, 2022.
The ERPA specifies a purchase of emission reductions (ERs) generated from January 1, 2021 through December 31, 2024 from activities financed under the Renewable Energy Fund (REF) Project, Component 1, Window 5 and Rwanda Energy Access and Quality Enhancement Project (EAQIP) Component 3 - Increasing Access to Off-Grid Electricity and Clean Cooking Solutions (including Component 3(a) for solar home systems and EAQIP Component 3(b) and (c) for efficient cook stoves), as described in respective project appraisal documents and project papers.
The ERPA requires periodic monitoring, reporting, and third-party independent verification (MRV) of ERs for the World Bank to make an ERPA payment. Under one of the subordinate agreements to the ERPA, MINECOFIN passed on the responsibilities for MRV, including the procurement of the company providing the third-party independent verification, to the Energy Development Corporation Limited (EDCL).
The objective of the project is to determine the volume of verified ERs for the first reporting period that the World Bank will purchase under the ERPA.
The Standardized Crediting Framework (SCF) is a model for crediting energy access projects that lays the foundation, procedures, and governance to support Rwanda"s engagement in Article 6 of the Paris Agreement and results-based climate finance. The SCF is administered by the Rwanda Environment Management Authority (REMA). The certification and issuance of GHG emission reductions follow methodologies and protocols approved under the SCF.
The selected company will conduct the verification based on the current version of the Verification Report Template and related Verification Guidance for Rwanda’s SCF.
The selected entity will begin verification a soon as possible and complete the verification no later than three months after start of the verification.
In accordance with the SCF Program Protocol, any entity meeting the following requirement may undertake the third-party independent verification of reported emission reductions for the ER programs:
Companies accredited as Designated Operational Entities (DOEs) by the CDM Executive Board under “Sectoral Scope 3. Energy Demand” (i.e., for improved cookstoves) and “Sectoral Scope 1: Energy Industries” (i.e., for solar energy)
Companies accredited as Accredited Independent Entities (AIEs) under Joint Implementation Supervisory Committee under “Sectoral Scope 3. Energy Demand” (i.e., for improved cookstoves) and “Sectoral Scope 1: Energy Industries” (i.e., for solar energy)
Companies accredited as Validation/Verification Bodies by the Verified Carbon Standard under “Sectoral scope 3. Energy Demand” (i.e., for improved cookstoves) and “Sectoral Scope 1: Energy Industries” (i.e., for solar energy)
Team composition, qualifications, and estimated effort should be in line with accreditation and the SCF ER verifications to be provided.
Interested consultants should provide the following:
The Consultant will be selected in accordance with the Quality Based Selection (QBS) method set out in the Procurement Regulations.
Shortlisted consultants will be ranked based on the number of provided experiences (completion certificates supported by their related contracts) and SCF ER Verification Reports.

Third-Party Independent Verification for Solar Home Systems and Improved Cook Stoves ER Programs Activities
for Reporting Period January 1, 2021 – December 31, 2022 under Rwanda Standardized Crediting Framework (SCF)

The ERPA stipulates three periods for MRV and payments: the first period covering two years (January 1, 2021 – December 31, 2022); a second period covering one year (January 1, 2023 – December 31, 2023); and a third period covering one year (January 1, 2024 – December 31, 2024). This TOR will cover only the first period.
ER Program Activities. The REF Project Window 5 and EAQIP Component 3 finance improved access to modern energy for households, enterprises, and public institutions and enhance the efficiency of electricity services across Rwanda.
For this reporting period[2], the Program Activities financed under these projects include:
Participants in the RBF programs comprise companies and organizations that sell directly to households and then receive subsidy payments based on achievement and verification of certain milestones.
The objective of the project is to determine the volume of verified ERs for the first reporting period that the World Bank will purchase under the ERPA.
The ERPA provides the funding for the purchase of emission reductions. The World Bank through a separate grant agreement with MINECOFIN provided EDCL with resources to support its undertaking of MRV responsibilities required under the ERPA, including the procurement of third-party independent verification of reported ERs.
Through its subordinate agreement with MINECOFIN, EDCL is responsible for MRV activities required under the ERPA and will act on behalf of MINECOFIN as the Activity Proponent for the purposes of the Standardized Crediting Framework (SCF), introduced below.

Approved SCF documentation is expected to be published on the REMA website by end July 2023. In lieu of the that publishing, the following attachments are included with this TOR for reference.
Notes. SCF verification is comparable to a Voluntary Carbon Standard (VCS) or Clean Development Mechanism (CDM) verification, which include a desk review, assessment, verification opinion and report. The main differences are as follows:
The objective of the consultancy services is to provide a third-party independent verification of the ER Monitoring Packages for two Program Activities in Rwanda, for a reporting period from January 2021 through December 2022, based on the SCF, introduced below.
Estimated ERs. Because the preparation of the ER Monitoring Packages is still in progress, we can provide only an estimated range of estimated ERs for the Program Activities, as follows:
For Solar Home Systems, the selected company will conduct the verification based on the SCF Verification Guidance for Solar Home Systems, v.1, using the SCF Verification Report Template for Solar Home Systems, v.1. The verification will cover the reporting period from January 1, 2021, through December 31, 2022.
For Improved Cook Stoves, the selected company will conduct the verification based on the SCF Verification Report Template for Improved Cookstoves, v.1, using SCF Verification Guidance for Improved Cookstoves, v.1. The Verification will cover the reporting period from January 1, 2022, through December 31, 2022.
The selected entity will begin verification a soon as possible and complete the verification no later than three months after start of the verification.
The selected entity will provide SCF ER Verification Reports in line with guidance and templates specified under Section 8.0.
In accordance with the SCF Program Protocol, any entity meeting the following requirement may undertake the third-party independent verification of reported emission reductions for the ER programs:
Team composition, qualifications, and estimated effort should be in line with accreditation and the SCF ER verifications to be provided.
EDCL is seeking an accredited entity to provide third party independent verification for reported ERs from two energy access programs for the reporting period from January 1, 2021, through December 31, 2022, under the Rwanda SCF standard.
[1] Ci-Dev also provided to EDCL, through MINECOFIN, a grant to support this procurement as well as other ERPA responsibilities. EDCL is under the Ministry of Infrastructure (MININFRA).
