Maintenance, Support and Changes for the Specialist Applications .NET (Titan Systems)
The objective of the invitation to tender is the conclusion of a contract for maintenance, support and changes for the specialist applications listed for the period 01/01/2024 up to and including 31/12/2028. und mit 31.12.2028.
The goal of the ZENSA system is to standardise the publication of shooting range bulletins and to publish centrally through only one Internet site. The paper versions of the shooting range bulletins will also be produced using this system.
The MEDIS system (Medical Information System) is used for the Aeromedical Centre (AMC). Data is held on the selection, suitability study, handling and care of flight staff, special forces and specialist groups
For the FOCP, SADB manages the database, the protection facilities including the existing infrastructure, its maintenance documentation as well as the financing of maintenance and the compensatory payment with the cantons
ISFA NG (Leadership Training Centre ZFA) performs 14 examination sessions annually, each with around 200 candidates and about 20 examination experts. The candidates’ data is recorded and managed in the leadership training information system
The ZIS system is used for access control of AFCSO, JOC and AFLO systems. The following information is maintained in the ZIS: Persons (security checked), systems, access authorisations, clients, agencies, users
The Food logistics (VpfLog) system is used throughout Switzerland for all military training area kitchens as a support system
The ISKO system (industrial security control system) is used for the efficient management of company data from companies which are checked as part of the classification procedure
When the tender is submitted, the suitability criteria and required supporting evidence listed below must be confirmed, appended, and substantiated in full without any reservations or modifications; otherwise the bid will not be considered.
E1Extract from the debt collection register and excerpt from the commercial register Extracts from the debt collection register and excerpts from the commercial register or the equivalent recognised documentation from other countries which provide evidence that the Bidder does not have any tax debts and has paid the full amount for social security contributions (not more than three months old on the date of submission).
E2a)Compliance with procedural principles
The Bidder confirms that it and the third parties it has called on (sub-contractors and sub-suppliers) will comply with the procedural principles set out in the self-declaration sheet (Enclosure 1.1.1) of the Federal Procurement Conference (FPC).
b)Additional evidence of compliance with the regulations on equal pay for men and women
Bidders with 100 employees or more and their first-level subcontractors who have 100 or more employees must also provide evidence in addition to the self-declaration sheet on how their salary practice has been reviewed and how the tolerance threshold of 5% applied in procurement is observed.

E4Overall responsibility
The Bidder confirms that it will assume overall responsibility, in particular that the Bidder is the sole contractual partner of the awarding office. Any parties involved must be listed together with their assigned roles and functions in Enclosure 1.1.
E5Classification procedure/Declaration of Occupational Safety (BSE)/Personnel Security Check (PSP)
The Bidder confirms that if it is awarded the contract, it will subject all involved service providers (including subcontractors/bidding consortia) to the classification procedure in accordance with the Ordinance on the Classification Procedure for Assignments with Classified Military Content, Art. 6 and Art. 7 (Classification Ordinance, SR 510.413).
E6Draft contract
The Bidder confirms unconditional acceptance of the draft contract in accordance with Enclosure 4.0 including Annexes.
E7Resources
If the Bidder submits an offer for several lots, the Bidder guarantees the availability of the resources (staff and operating material) in the event of an award for the submitted lots.
E8References
The Bidder confirms that it has sufficient experience in accordance with the specifications in the description of services as well as in the functional specifications.
For each offered lot, the Bidder must state one (1) reference for which it has performed similar services according to the description of services (Enclosure 2.0) since 2015.
E9Specialist, technical competencies
•Proven .NET certification (or equivalent) as well as technically sound proven experience in the development of web applications based on .NET Framework 4.x.
•Experience with .NET Framework 5.
•Proven knowledge and experience with current versions of Microsoft Windows OS 2022 including IIS 8.5 and higher as well as SQL server 2022 including SSRS.
•Proven knowledge and experience with latest versions of Microsoft Edge
E10Reachability
The Bidder has the permanent representation service point in Switzerland with technical staff. Reachability by phone is guaranteed on working days from Monday to Friday from 8 a.m. – 5 p.m. at local (CH) rates.
E11Language skills/level
Level B2 or higher in the German language, both written and spoken
All companies that possess the economic capacity and meet the following suitability criteria and can provide supporting evidence in accordance with point 3.8 are called upon to submit a bid in CHF

Essential requirements:The contractor shall award this contract only to bidders who comply with the conditions stipulated in the tender documents and the legislation, in particular occupational health and safety regulations, rules on working conditions, equal pay regulations, as well as environmental law, competition law and anti-corruption provisions.
Procedures for appeal:In accordance with Article 56 paragraph 1 of the Public Procurement Act (PPA), a written appeal against this decision can be lodged with the Federal Administrative Court, P.O. Box, 9023 St. Gallen, Switzerland, within 20 days of notification. Any appeal is to be submitted in duplicate and must include what is being sought, the grounds for appeal, evidence and the signature of the person lodging the appeal or his or her representative. A copy of this decision and available evidence must be included. The provisions of the Administrative Procedure Act (APA) on legal holidays do not apply in accordance with Article 56 paragraph 2 of the PPA.
Deadline / Remarks: Place of submission: cf. 1.2. The following must be observed in order to meet the submission deadline: a) For submission to armasuisse (administration centre Guisanplatz 1) The following points must be observed when handing in the goods at "Verwaltungszentrum Guisanplatz 1", Guisanplatz 1, 3003 Bern, at the attention of CC WTO armasuisse: •The provider must register at "Areal Lodge Guisanplatz 1" stating the project title (cf. section 1.2). It will be forwarded by the latter to the "Ramp Management Guisanplatz 1". •The submission must be made by 15.00 hours at the latest on the submission date mentioned under item 1.4 against issuance of a receipt confirmation of the ramp management. •Opening hours of the ramp management: Mo - Fr 07.00 - 12.00 h / 13.00 - 15.00 h (outside these hours no offer can be made). b) For submission by post: The postmark or barcode receipt of the shipping service provider shall be authoritative (company frankings shall not be deemed postmarks). c) For delivery to a diplomatic or consular representation of Switzerland: The acknowledgement of receipt from the relevant representative shall be decisive. The acknowledgement of receipt must be sent to the e-mail address specified in section 1.2 by the latest by the deadline for submission of the offer, stating the project in question.
