         La necesidad de efectuar una contratación como la que se propone, deriva de la necesidad de garantizar la limpieza de las dependencias que componen la sede del CRTM objeto del contrato, garantizando unas condiciones adecuadas de salubridad e higiene, tanto para el personal que presta servicios en el mismo, como para los ciudadanos que acceden a sus dependencias.

         La necesidad de que la prestación del servicio de limpieza se realice a través de empresa externa se justifica por el hecho de que el organismo no dispone de medios personales suficientes y adecuados para poder llevar a cabo un servicio de estas características, por lo que precisa su contratación con empresas especializadas en el sector.
