        The contract concerns operational and maintenance assignments, with independent responsibility for some of the assignments, on county roads and county foot/cycle paths with associated side installations, side areas, equipment and installations in Trysil, Rendalen, and Engerdal Municipalities in accordance with the road list provided in chapter D2-V.

        The work will be settled according to unit prices and is carried out on invoice.

        The contract period is from 2024-09-01 to 2029-08-31 for all of the described assignments. 

        The builder has an option to extend the contract for 12 months, from 2029-09-01 until 2030-08-31.

        The road network included in the assignment consists of:

        559km road in total,

        of which

        558 km are county roads, 

        1 km county is foot/cycle paths.

        The traffic on the road network varies from approx. ADT 50 to approx. ADT 6500. 

        The assignment mainly comprises assignments for operational and maintenance work on the road network. The assignment also consists of inspecting and registering, planning activities, stand-by for winter operations and general traffic flow, documentation, reports to the builder, information to the public and handling other assignments that are necessary for the operation and maintenance of the road network.

        List and brief description of conditions:

        Tenderers must be a legally established company or consist of a group of suppliers that are legally established companies. The requirement also applies to companies on which the tenderer relies, cf. chapter B2-4. Documentation Requirement: 1. Certificate from the Register of Business Enterprises, or equivalent certificate of legal registration in the country where the tenderer, or the companies that together make up the tenderer, cf. point B2-4.2, is/are established, as well as for all supporting companies, cf. point B2-4.1. 2. Completed chapter E2-3.

      2. Economic and financial standing:
        List and brief description of selection criteria:

        Qualification requirements: Tenderers must have good economic and financial capacity to fulfil the contract, and must fulfil the following requirements: -Tenderers must have equity of at least 10% - Average annual turnover of minimum NOK 35 million for the last three approved fiscal years.

        Documentation requirement: - The tables in chapter E2-4 must be completed. The contracting authority will check the stated amount with publicly available information. - An overview of any significant incidents for the economic and financial capacity that have occurred after the most recently audited financial statements are issued.

      3. Technical and professional ability:
        List and brief description of selection criteria:

        Relevant experience. Qualification requirement: Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work: 1: The main disciplines included in the assignment; operation and maintenance of roads 2: The following significant sub-assignments for the contract work; - winter operations - work warnings and traffic flow. The builder"s experiences. Qualification requirement: Tenderers are required to refer to references for relevant contracts hat they themselves have carried out in a satisfactory way. Conditions that will be assessed will be connected to, amongst other things: -Documentation of delivered quality - fulfilment of contracts - compliance with provisions and routines for HSE - compliance with provisions for wages and working conditions - compliance with deadlines - follow-up in the claims period - use of apprentices. Innlandet County and other builder"s experiences with the tenderer will be assessed. SHA system.Qualification requirement: Tenderers must have a system that shows that they work pro-actively to ensure the safety, health and working environment (Norwegian abbreviation: SHA), with relevance to similar work as the work included in this contest. The system will be subject to periodic audits.

        Relevant experience: Documentation requirement: A list of relevant contracts that the tenderer has carried out or is carrying out in the last 5 years, calculated from the tender deadline. The list must contain all information requested in the form in chapter E2-5.1. Builder"s experience. Documentation requirement: The qualification requirement is documented through the form in point E2-5.1. References will be checked. SHA: Documentation requirement: Description of the tenderer"s system for safeguarding SHA. - The table of contents for the system. - A description of routines for dealing with unwanted incidents, reports and follow-up - Documentation of reviews in recent years with confirmation from those who have carried out the reviews.
