Assignment Title: National Digital Identification System (NDIDS) Implementation Support and Technical Advisor Firm

1. The Government of the Independent of Samoa (Samoa) has received financing from the World Bank towards the cost of the Samoa Finance Sector Resilience and Development Project. The Government intends to apply part of the proceeds for consulting services under ‘Component 2: National Identification Systems’.

2. The consulting services (“the Services”) include strategic advisory and technical implementation support to the Samoa Bureau of Statistics (‘the Bureau’) for the successful development of the National Digital Identification System (‘the NDIDS’) and deployment of digital authentication services.

3. The objectives of the assignment are to support the Bureau with:

  • technical advisory services on system design and architecture, including the review of the NDIDS technical requirements and functional design;
  • procurement support, including the preparation of tendering documentation and contribution to the evaluation of the vendor for the NDIDS;
  • technical implementation support, including vendor oversight and quality assurance for security risk, data protection, digital authentication service delivery and secure physical identity card;
  • contract management and vendor engagement; and
  • capacity building activities for the successful continuity of the NDIDS.

4. The assignment is expected to last for three and half (3.5) years with the expected implementation period starting 1st September, 2025 and ending on 1st March, 2029.

6. The Bureau now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria require the Firm to have:

  • a minimum of seven (7) years of experience in high-level advisory services to governments on national scale solutions for technical, procurement, resources and capacity issues, preferably projects related to identity information systems, digital authentication functions and similar initiatives;
  • completed at least two (2) contracts similar to managing the implementation of a digital identification system and facilitation of digital transition activities for improvements to national identification systems;
  • experience with complex projects implemented in small island developing states and/or within the Pacific region;
  • a detailed understanding of the process standards, data standards (field length, format, permissible values, code directories, etc.) and technical standards (biometrics, IT security, cards and personal identification, verifiable credentials, telecommunications and information exchange between systems) for ID management, IT security frameworks and security compliance management for a robust, interoperable and sustainable national ID system in response to the rapid evolving technology;
  • experience working in a team with a designated Team Leader (TL) who will operate as the main point of contact with the Bureau. The Team Leader, and/or suggested key individuals, may work full-time initially to deliver the first five (5) contract deliverables. This role is preferred for an Enterprise Architecture Specialist with proven project management experience and skills. Alternative suggestions can be considered based on the Firm’s performance history of success; and
  • experience in digital strategy, planning and execution in a government setting in at least one country across organisations in government, considering architecture, design, and support requirements for delivery.

7. The consultant’s team is expected to have an appropriate mix of key specialists with key experts to include a/an:

  • Enterprise Architecture Specialist (preferred Team Leader);
  • ICT Business and Systems Analyst;
  • User Experience and Service Design Specialist;
  • Digital Identification Specialist with Biometric Systems and CRVS knowledge and experience;
  • Cybersecurity Specialist; and
  • Procurement and Contract Management Specialist.

Key experts will not be evaluated at the shortlisting stage.

8. The Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the ‘Procurement Regulations for IPF Borrowers’.

9. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

10. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
