Saint Lucia has received financing from the World Bank toward the cost of the Caribbean Digital Transformation Project and intends to apply part of the proceeds toward payments under the contract for the Supply and Installation of Digital Devices and related supplies SALCC Innovation Lab.

The goods are to be delivered to the Sir Arthur Lewis Community College, Morne Fortune, Castries, Saint Lucia within 12-16 weeks from the date of effectiveness of the contract. Installation should be completed within 2 months from delivery of the goods.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, September 2020 and September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from the Project Implementation Unit, Department of Public Service and inspect the bidding document during office hours 0900 hours (9:00 a.m.) to 1600 hours (4:00p.m.) at the address given below *.

6. Bids must be sent to the Government of Saint Lucia Electronic Government Procurement (e-GP) System – Suppliers Portal- https://in-tendhost.co.uk/goslprocurement on or before April 23, 2025 at 9:00 a.m. Electronic Bidding will be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below ** on April 23, 2025 at 9:30 a.m.

7. All Bids must be accompanied by a Bid-Securing Declaration.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
