The Royal Government of Cambodia (RGC) through the Ministry of Economy and Finance receives financing from the World Bank toward the cost of the Road Connectivity Improvement Project (RCIP), Road Connectivity Improvement Project additional Financing (RCIP AF) and intends to apply part of the proceeds for Consulting Services. The Ministry of Public Works and Transport is the Executive Agency.

It is estimated that the services will require about 24 person-months of National Assistant Accountant (NAA) Services, on a full-time basis. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: rcip.mpwt.gov.kh/procurement-opportunities/ or can be obtained at the address given below.

MPWT now invites eligible individual Consultant to indicate their interest in providing the NAA services. In order to qualify for this position, the candidates shall meet the following experience and competence requirements:

• Bachelor Degree of Accounting or other related fields
• Minimum 5-years working experience with development agencies and others
• Minimum 3-years relevant experience in accounting disciplines
• Good spoken and written English
• Cambodian citizen

The attention of interested Consultants is drawn to section III, paragraphs, 3. 14, 3. 16, and 3. 17 of the World Bank’s Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the selection of Individual Consultant method set out in the World Bank Procurement Regulations for IPF Borrowers, July 2016.
