PERFORMANCE REQUIREMENT
2.1. PROFILE OF THE SUPERVISING FIRM
• The supervising firm must be a national or international firm registered in Rwanda or in its country of origin.
• The supervising firm should have at least ten (10) years of general experience which shall be proven by the certificate of Company registration.
• The bidder must provide at least three (3) references of similar works they have designed and supervised for which the contract amount is estimated to at least 500 million
Rwandan francs or more. This will be proven by certificates of good completion issue by a former client with their official stamps and clearly indicating their address and contact
information as well as the project amount. The client may at his discretion verify with the consultant’s former clients the accuracy of information provided the in the reference
letters. The Client also reserves the right to verify with the consultant’s former client the integrity they testified in delivery of service.
2.2. PROFILE OF THE SUPERVISION TEAM
The key staffs to be used are the following:
1. Project Manager (Team Leader):
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in architecture/civil engineering with general experience of at least ten (10) years of experience or Master’s degree with 7 years of experience
in architecture/civil engineering.
Should be registered in Institution of Engineers of Rwanda (IER) or Rwanda Institute of Architects (RIA) or having a similar certificate of registration for a foreign
staff.
ii. Specific experience (similar experience)
Having at least ten (10) years’ confirmed experience in the field of studies,
Supervision or construction of buildings or civil engineering works
Having on record at least three (3) similar projects for studies or supervision of construction works of drone or airport projects.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
i. Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage
2. Senior Architect for architectural and interior works
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in architecture with general experience of at least nine (9) years of experience or master’s degree with 7 years of experience in
architecture.
Should be registered in Rwanda Institute of Architects (RIA) or having a similar certificate of registration for a foreign staff.
ii. Specific experience (similar experience)
Having at least nine (9) years’ confirmed experience in the field of studies, or
Supervision of buildings.
Having on record at least two (2) similar projects for studies or supervision of construction works of drone or airport projects.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
3. Senior Structural Engineer
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in civil engineering or structural engineering with general experience of at least seven (7) years or Master’s degree with 5 years of experience
in civil engineering or structural engineering.
Should be registered in Institution of Engineers Rwanda (IER) or having a similar certificate of registration for a foreign staff.
ii. Specific experience (similar experience)
Having at least seven (7) years’ confirmed experience in the field of studies,
Supervision or construction of buildings
Having on record at least two (2) similar projects for structural analysis during studies or supervision of construction works of drone or airport projects of at least four
stories or other public or heavily loaded building projects, each with a minimum of G+3.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
4. Quantity Surveyor.
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in quantity surveying with general experience of at
least seven (7) years of experience.
Should be registered in respective professional body or having a similar certificate of registration for a foreign staff.
ii. Specific experience (similar experience)
Having at least seven (7) years’ confirmed experience in the field of quantity
surveying, project valuation and cost estimating.
Having on record at least two (2) similar projects for quantity surveying during studies, supervision or construction of drone or airport projects of at least four stories or
other heavily loaded public loaded building projects.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
5. Geotechnical Engineer
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in civil engineering or geotechnical engineering with general experience of at least seven (7) years of experience.
Should be registered in Institution of Engineers Rwanda (IER) or having a similar certificate of registration for a foreign staff.
ii. Specific experience (similar experience)
Having at least seven (7) years’ confirmed experience in the field of geotechnical investigations for at least four-storied buildings during design, supervision, or
construction of buildings as geotechnical engineer.
Having successfully carried out geotechnical investigations for at least five (5) public or heavily loaded building projects with a minimum of G+3.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
6. Land Surveyor
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in land surveying or any other related field with general experience of at least seven (7) years of experience.
ii. Specific experience (similar experience)
Having at least seven (7) years’ confirmed experience in the field of land
Surveying.
Having worked on at least five (5) projects as a land surveyor.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
7. Electrical Engineer
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in electromechanical engineering, or electrical
engineering with general experience of at least seven (7) years of experience.
Should be registered in Institution of Engineers Rwanda (IER) or having a similar certificate of registration for a foreign staff.
ii. Specific experience (similar experience)
Having at least seven (7) years’ confirmed experience in the field of electrical
designs, supervision or installations and electrical equipment installations.
Having on record at least two (2) similar projects for electrical studies or supervision of electrical installations in drone or airport projects, each with a minimum of
G+3.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
8. Mechanical or Plumbing Engineer
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in electromechanical engineering, or mechanical
engineering with general experience of at least seven (7) years of experience.
Should be registered in Institution of Engineers Rwanda (IER) or having a similar certificate of registration for a foreign staff.
ii. Specific experience (similar experience)
Having at least seven (7) years’ confirmed experience in the field of studies,
supervision or installations of heavy equipment in building projects.
Having on record at least two (2) similar projects for studies or mechanical equipment installations in a drone or airport project.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
9. IT and Systems Expert/Engineer
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in information management, computer science or any other related field with general experience of at least seven (7) years of experience.
ii. Specific experience (similar experience)
Having at least seven (7) years’ confirmed experience in the field of IT installations, networking, and communications systems.
Having worked on the design or supervision of at least two (2) drone or airport project or public building project with a minimum of G+3 as an IT expert.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
10. Aerospace Engineer Expert
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in aerospace engineering or any other related field
With general experience of at least five (5) years of experience.
ii. Specific experience (similar experience)
Having at least five (5) years’ confirmed experience in the field of studies,
Supervision or medical equipment installations.
Having on record at least two (2) similar projects for studies or supervision of drone or airport projects.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
11. Environmental Specialist
i. General experience and academic qualifications/requirements.
Having a bachelor’s degree in environmental studies or any other related field
With general experience of at least seven (7) years of experience.
ii. Specific experience (similar experience)
Having at least seven (7) years’ confirmed experience in the field of
Environmental studies.
Having on record at least five (5) environmental impact assessment reports.
iii. Experience in the region and language
Having a working experience in sub-Saharan countries
Having a working experience in Rwanda
Knowledge and working skills of English and/or French (Knowledge of Kinyarwanda would be an added advantage).
On top of these proposed key staff the consultant may propose an additional staff that they judge necessary to outperform the scope of services mentioned above, which consists of
undertaking a detailed design and subsequent supervision of construction works. However, the consultant should clearly explain the reason why they judge it necessary to have the
additional staff that they may propose. The approval of this additional staff will be subjected to negotiation and approval of the client.

PROJECT: DIGITALIZATION OF THE ADMINISTRATION AND INNOVATION FOR DEVELOPMENT

Dear Mr./Ms.:
1. The Rwanda Information Society Authority (RISA) (hereinafter called "Client") has received financing from Agence Française de Développement ("AFD") toward the cost of
DIGITALIZATION OF THE ADMINISTRATION AND INNOVATION FOR DEVELOPMENT The Client intends to apply a portion of the proceeds of this financing to eligible payments under the
Contract for which this Request for Proposals is issued.
2. The Client now invites Proposals to provide the following consulting services (hereinafter called "Services"): CONSULTING SERVICES FOR DESIGN REVIEW, DETAILED DESIGN
UPDATE AND SUPERVISION SERVICES OF CONSTRUCTION WORKS OF DRONE OPERATIONS CENTER IN HUYE DISTRICT
3. More details on the Services are provided in the Terms of Reference (Section VII).
4. This Request for Proposals (RFP) has been addressed to all eligible firms
5. It is permissible to transfer this invitation to any other firm.
6. The RFP includes the following documents:
