        Pretul ofertei se va calcula prin inmultirea cantitatilor maxime/ acord cadru cu preturile unitare ofertate care sunt precizate in anexa la formularul de oferta si in caietul de sarcinila fiecare lot. Autoritatea contractanta are dreptul de a solicita ofertantilor, în circumstante exceptionale, înainte de expirarea perioadei de valabilitate a ofertei, prelungirea acestei perioade. În cazul extinderii perioadei de valabilitate a ofertei perioada de valabilitate a garantiei pentru participare
        
        va fi prelungita în mod corespunzator. Ofertantul are obligatia de a comunica autoritatii contractante daca este sau nu de acord cu prelungiera perioadei de valabilitate a ofertei. Ofertantul care nu este de acord cu prelungirea perioadei de valabilitate a ofertei se considera ca si-a retras
        
        oferta, fara ca acest fapt sa atraga pierderea garantiei de participare. În situatia în care doi sau mai multi operatori economici ale caror oferte au fost declarate admisibile din punct de vedere juridic, tehnic si economico-financiar de catre autoritatea contractanta, au ofertat preturile cele
        
        mai mici egale, autoritatea contractanta va solicita numai acelor operatori depunerea de noi oferte de pret, prin intermediul SEAP . Operatorii economici au dreptul sa îmbunateteasca pretul ofertat anterior, urmând ca oferta care contine noul pret cel, mai scazut, sa fie
        
        declarata câstigatoare. Ofertantul va prezenta o declaratie prin care accepta clauzele contractuale cuprinse in modelul de contract din documentatia de atribuire (in caz contrar se considera acceptul tacit al acestuia). În situatia în care sunt obiectiuni la proiectul de contract, respectiv modificari ale clauzelor contractuale sau adaugarea unor clauze noi, eventualele propuneri de modificare/completare/eliminare de clauze contractuale vor fi formulate în scris cu justificari si vor fi transmise autoritatii contractante respectând termenele prevazute de art. 161 din Legea 98/2016. Completarea si depunerea DUAE in format xml este obligatorie chiar daca ofertantii au depus unele documente de calificare care probeaza indeplinirea cerintelor odata cu oferta in SEAP. DUAE se poate accesa in vederea completarii de catre operatorii economici interesati prin urmatorul link:https://sicap-prod.e-licitatie.ro:8881/ca/duae. DUAE a fost configurat de către autoritatea contractantă direct în SEAP la definirea documentației de atribuire.
        
        ICerintele tehnice definite la nivelul anuntului de participare, caietului de sarcini sau altor documente complementare, prin trimiterea standardelor, la un anumit producator, la marci, brevete, tipuri, la o origine sau la o productie/metoda specifica de fabricatie/prestare/executie, vor fi intelese ca fiind insotite de mentiunea ”sau echivalent.
        
        Conform informatiilor transmise de AADR :
        
        Răspunsurile la DUAE ale operatorilor economici care participă la procedură vor fi completate în SEAP în mod direct, după autentificare, de către fiecare participant. Nu este nevoie sa depuneti DUAE in format PDF . sau XML cu semnatura electronica.
        
        Detalii cu privire la întocmirea DUAE veți regăsi, după autentificarea în sistemul SEAP , în secțiunea „Informații DUAE” – Ghid de completare DUAE.
        
        AC va solicita clarificari in cazul in care exista neconcordante sau neclaritati ale declaratiei DUAE depuse deofertanti. Dupa deschiderea ofertelor ofertantii nu mai pot modifica DUAE atasat la oferta .In cazul in care sunt necesare clarificari /corectari se va gasi alta solutie pentru a depune DUAE revizuit in format PDF , cu semnatura electronica.
        
        In cazul nedepunerii DUAE odata cu oferta, oferta. va fi respinsa cf art 137 al. 2 din HG 395/2016.
        
        Autoritatea contractanta are dreptul sa nu raspunda la clarificarile solicitate dupa expirarea termenului. precizat la cap I.3 si II.1.4 .
        
        Situatia ofertantilor participanti la procedura se va transmite in SEAP , in cadrul ,,Declaratiei de participare,, care va putea fi accesata de operatorii economici inscrisi.
