    Numar zile pana la care se pot solicita clarificari inainte de data limita de depunere a ofertelor/candidaturilor: 20.
    
    Autoritatea contractanta va răspunde în mod clar si complet tuturor la solicitărilor de clarificări: in a 11-a zi inainte de termenul limita de stabilit in anuntul de participare pentru depunerea ofertelor.

        A. Ofertele vor fi deschise în SEAP. Reprezentanții ofertanților nu pot fi prezenți la deschidere.
        
        B. Autoritatea contractantă are obligația de a solicita ofertanților, în circumstanțe excepționale care impun o astfel de prelungire, inainte de expirarea perioadei de valabilitate a ofertei, prelungirea acesteia. În cazul extinderii valabilităţii ofertei, garanția de participare va fi prelungita in mod corespunzător. Ofertantul are obligatia de a comunica autoritatii contractante dacă este sau nu de acord cu prelungirea valabilității ofertei. Oferta operatorului economic care refuză sa prelungeasca perioada de valabilitate a ofertei si a garantiei de participare va fi considerata inacceptabila.
        
        C. Autoritatea contractanta va raspunde in mod clar si complet tuturor solicitărilor de clarificari: in a 11-a zi inainte de termenul limita stabilit in anuntul de participare pentru depunerea ofertelor.
        
        D. Pentru vizualizarea documentaţiei de atribuire încarcate in SEAP operatorii economici trebuie sa dispuna de un program necesar vizualizarii fisierelor semnate electronic.
        
        E. Clasamentul ofertelor se stabileste prin ordonarea crescatoare a preturilor totale ofertate in Lei, fara TVA, oferta castigatoare fiind cea de pe primul loc, respectiv cea cu pretul cel mai scazut pentru fiecare lot in parte.
        
        In situatia in care preturile totale ofertate in Lei, fara TVA, ale ofertelor clasate pe primul loc sunt egale, autoritatea contractanta va solicita ofertantilor care au oferit cel mai mic pret total depunerea in SEAP a unei noi propuneri financiare, caz in care contractul va fi atribuit ofertantului a carui noua propunere financiara are pretul total cel mai scazut in Lei, fara TVA, pentru lotul respectiv.
        
        F. Precizări cu privire la garanția de participare: cuantumul este de: Lot 1: 500 Lei; Lot 2: 1.300 Lei; Lot 3: 950 Lei. Nota: Pentru mai multe loturi, garantia de participare va fi in cuantum determinat prin insumarea garantiilor pentru loturile pentru care se depune oferta. Perioada de valabilitate este cel puţin 190 de zile calendaristice de la data limită de depunere a ofertelor. Se vor respecta toate cerințele de la pct. III.1.6.a) Garanție de participare din secțiunea referitoare la Instrucțiuni către ofertanți.
        
        G. La elaborarea propunerii tehnice se vor respecta toate cerințele precizate la pct. IV.4.1. Modul de prezentare a propunerii tehnice din secțiunea referitoare la Instrucțiuni către ofertanți.
        
        H. La elaborarea propunerii financiare se vor respecta toate cerințele precizate la pct. IV.4.2. Modul de prezentare a propunerii financiare din secțiunea referitoare la Instrucțiuni către ofertanți.
        
        I. La elaborarea ofertei se vor respecta toate cerințele precizate la pct. IV.4.3. Modul de prezentare a ofertei din secțiunea referitoare la Instrucțiuni către ofertanți.
