Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Por motivos imprevistos, surgiu a necessidade de promover a realização de Trabalhos Complementares, consubstanciados na elaboração de um Estudo Prévio e Estudo de Impacto Ambiental da Unidade de Valorização de Biorresíduos, obrigação imposta pela Entidade Licenciadora (CCDR-N). Pelo exposto, foi celebrado o Adicional agora publicado, uma vez que a abertura de um novo procedimento concursal implicaria a inclusão de uma terceira entidade, circunstância que, para além dos constrangimentos técnicos que causaria ao trabalho em curso, implicaria a necessidade de executar trabalhos que já estão contratados, o que importaria, naturalmente, um aumento considerável de custos para a Entidade Adjudicante.
