No decurso da execução do contrato de empreitada e num contexto de seca severa e persistente, que dura já desde, pelo menos, junho de 2022, constatou-se a necessidade de realizar trabalhos complementares que eram imprevisíveis à data da abertura do procedimento concursal e que são absolutamente necessários para a boa conclusão desta empreitada, tendo-se ainda constatada a necessidade de suspender, desde 25 de julho de 2022, a execução da empreitada, por impossibilidade até que estejam reunidas as condições para a sua retoma
