      O n.º 3 do artigo n.º 136.º do CCP indica que o prazo mínimo de 30 dias previsto no n.º 1 do artigo 136.º do CCP pode ser reduzido para 15 dias nos casos em que uma situação de urgência devidamente fundamentada pela entidade adjudicante inviabilize o cumprimento do prazo mínimo de 30 dias.

      Ora tendo em consideração que os horários escolares apenas foram facultados, pelos agrupamentos escolares, a esta Comunidade no início do mês de agosto/2023 e que o ano letivo 2023/24 tem início previsto para o dia 15 de setembro/2023, não dispondo esta Comunidade Intermunicipal recursos próprios para assegurar o transporte de alunos, torna-se claro que o prazo de 30 dias para a apresentação das propostas no âmbito do presente procedimento colocaria em causa a prestação dos serviços objeto de contratação levando a que o transporte dos alunos que irão frequentar as Turmas de Responsabilidade Partilhada não estivesse assegurado no início do ano letivo motivo.
