INVITATION TO BID FOR THE PROCUREMENT OF 1,545 BAGS OF CERTIFIED INBRED RICE SEEDS
(FOD-R-26-1459)
1. The Department of Agriculture-Regional Field Office 7, will conduct a public bidding through National Expenditure Plan (NEP) for Fiscal Year 2026 (GAA
2026) and intends to apply the sum of One Million Six Hundred Ninety Nine Thousand Five Hundred Pesos (₱1,699,500.00) being the Approved Budget for the
Contract (ABC) to payments under the contract for the PROCUREMENT OF 1,545 BAGS OF CERTIFIED INBRED RICE SEEDS Bids received in excess of the ABC shall be
automatically rejected at bid opening.
2. The Department of Agriculture-Regional Field Office 7 now invites bids for the PROCUREMENT OF 1,545 BAGS OF CERTIFIED INBRED RICE SEEDS the following
details/specifications:
Preferred Varieties:
PSB Rc 18, NSIC Rc 222, NSIC Rc 216, NSIC Rc 402, NSIC Rc 480,
NSIC Rc 442,NSIC Rc 512
Requirements:
*20 kilos/bag
*Must pass at least 90% germination (before & after delivery)
*BPI Accredited
*Unit cost per bag to include delivery cost
*Certificate of Distributorship (If the supplier is not the manufacturer)
*SACK must be spray- painted 5"x5" DA LOGO and labelled with DA -RFO 7 "NOT FOR SALE below the logo
Delivery point: Ubay Stock Farm, Lomangog Ubay, Bohol (Monolithic Dome)
Delivery of the Goods is required within 45 calendar days from the receipt of approved Notice to Proceed (NTP). Bidders should have completed, within five
years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding
Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR of RA No.
12009.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding
capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights
or privileges to Filipino citizens, pursuant to RA No. 5183.
4. Interested Bidders may obtain further information from Department of Agriculture- Regional Field Office 7- BAC 2 Secretariat through the contact details
given below and inspect the Bidding Documents as posted on the Modernized Philippine Government Electronic Procurement System (MPhilGEPS).
5. A complete set of Bidding Documents may be acquired by interested Bidders on February 25, 2026 from the given address below and upon payment of
non-refundable Bid Document Fee of ₱5,000.00.
The Procuring Entity shall allow the bidder to present its proof of payment for the fees which will be presented in person, by facsimile, or through
electronic means.
Bidding Documents may also be downloaded free of charge from the website of the Modern Philippine Government Electronic Procurement System (MPhilGEPS) and
the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their
bids.
6. The Department of Agriculture-Regional Field Office 7, will hold a Pre-Bid Conference on March 5, 2026 -2:00 p.m. at DA Conference Room, DA Complex,
Highway Maguikay, Mandaue City, which shall be open to prospective bidders.
7. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before March 17, 2026 - 10:00
a.m. Late bids shall not be accepted.
8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
9. Bid opening shall be on March 17, 2026 - 10:00 a.m. at DA-RFO 7 Conference Room, DA Complex, Highway Maguikay, Mandaue City. Bids will be opened in the
presence of the bidders or bidder’s authorized representatives who choose to attend the activity.
10. The Department of Agriculture does not condone any form of solicitation on any prospective winning and losing bidders by any of our staff/employees or
any other party. Any sort of this kind shall be reported immediately to the Office of the Secretary or the National Bureau of Investigation (NBI) for
entrapment and proper investigation.
11. The Department of Agriculture-Regional Field Office 7reserves the right to reject any and all bids, declare a failure of bidding, or not award the
contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or
Bidders.
