1)The Local Government Unit - Barangay Golden Ribbon through the through the Local Government Support Fund - Financial Assistance( LGSF-FA) and as per
authority to purchase of vehicle -van for conversion into a rescue vehicle equipped with the necessary equipment and apparatus) POV CN 2026-005 intends to
apply the sum of One Million Four Hundred Fifty Thousand Pesos ( P1,450.000.00) being the Approved Budget for the Contract (ABC) to payments under the
contract for PURCHASE OF 1 UNIT VEHICLE -VAN (FOR CONVERSION INTO RESCUE VEHICLE EQUIPPED WITH NECESSARY EQUIPMENT AND APPARATUS UNDER P.R NO. 2026-02-001
-BARANGAY GOLDEN RIBBON. Bids received in excess of the ABC shall be automatically rejected at bid opening. (The said Project information can be referenced
below)

2)The Local Government Unit - Barangay Golden Ribbon, now invites bids for PURCHASE OF 1 UNIT VEHICLE -VAN (FOR CONVERSION INTO RESCUE VEHICLE EQUIPPED
WITH NECESSARY EQUIPMENT AND APPARATUS UNDER P.R NO. 2026-02-001 -BARANGAY GOLDEN RIBBON Ribbon using the Delivery of the Goods is required on 30 days .
Bidders should have completed, at least FIVE (5) YEARS from the date of submission and receipt of bids, contracts similar to the Project shall be the
“SUPPLY AND DELIVERY OF VEHICLE- VAN INTO CONVERSION INTO RESCUE VEHICLE EQUIPPED WITH NECESSARY EQUIPMENT AND APPARATUS”. The description of an
eligible bidder is contained in the Bidding Documents, particularly, in Section II. Instructions to Bidders.
3)Bidding will be conducted through competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the IRR, otherwise
known as the “New Government Procurement Act (NGPA)”.
Bidding is open to all interested Bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR.
4)Prospective Bidders may obtain further information from LGU Barangay Golden Ribbon and Bids Awards Committee ( BAC ) Secretariat through the contact
details below and inspect the Bidding Documents at the address given below during Mondays to Fridays at 8:00 am to 5:00pm (excluding Declared
Holidays).
5)A complete set of Bidding Documents may be acquired by interested Bidders on February 25, 2026 from the address given below upon payment of the
applicable non-refundable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount as seen below.

[Note: For lot procurement, the maximum fee for the Bidding Documents for each lot shall be based on its ABC, in accordance with the Guidelines issued by
the GPPB; provided that the total fees for the Bidding Documents of all lots shall not exceed the maximum fee prescribed in the Guidelines for the sum of
the ABC of all lots.]
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.
6)The Local Government Unit - Barangay Golden Ribbon, will hold a PRE-BID CONFERENCE on March 6, 2026 at 2:00 p.m. at Barangay Golden Ribbon Session Hall
.Butuan City which shall be open to prospective Bidders.
7)Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through MANUAL SUBMISSION ONLY at the office address indicated below on or
before March 18, 2026 at 9:00 a.m. Late bids shall not be accepted.
8)All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.
9)BID OPENING / BIDDING CONFERENCE shall be on March 18, 2026 at Barangay Golden Ribbon Session Hall .Butuan City . Bids will be opened in the presence of
the Bidders’ representatives who choose to attend the activity.
10)Required documents are outlined in the Checklist of Technical and Financial Documents (as ascribed A. General Section 12 and in the second to the last
page of this PBD), such documents should be TABBED accordingly. Instructions as to the document preparation can be referenced in the Bid Data Sheet No.
18.
11)The Local Government Unit - Barangay Golden Ribbon reserves the right to reject any and all bids, declare a failure of bidding, or not award the
contract at any time prior to contract award in accordance with Section 70 of R.A. No. 12009, without incurring any liability to the affected Bidder or
Bidders.
