The COMMISSION ON ELECTIONS (COMELEC), through its Regional Bids and Awards Committee (RBAC), will conduct Small Value Procurement under Section 34 of R. A. No. 12009 and its Implementing Rules and Regulations and invites interested suppliers to submit their Price Quotations for the Supply and Delivery of Bed Frames, Mattresses, Pillows, Bed Covers, Blankets and Pillow Cases for IFO Bldg 2025.

Offers or quotations exceeding the Approved Budget for the Contract (ABC) shall be rejected. (Note: In case of a tie in offers or quotations, GPPB Circular 06-2005 shall apply.)

2. Please remember that alternative quotations are not permitted. An alternative quotation is defined as an offer from the prospective supplier that adds to or replaces its original quotation. A quotation with options is regarded as an alternative quotation.

3. Each and every quotation must include the delivery cost to the Office of the Regional Election Director of Region II, Dalan na Paccorofun, Regional Government Center, Carig Sur, Tuguegarao City, Cagayan,

Any interested supplier must submit their original physical copy of price quotations along with supporting attachments to the Office of the Regional Election Director, Region II, Dalan na Paccorofun, Regional Government Center, Carig Sur, Tuguegarao City, Cagayan, using the prescribed form in Annex ‘A,’ starting January 12, 2026, and no later than January 16, 2026, at 9 a.m. The opening of quotations, which will be held at the same office, will be on January 16, 2026, at exactly 10 a.m.

5. Include the following eligibility documents, preferably a clear or legible scanned copy. (Note: Pursuant to Section III of Appendix A of Annex H of the R-IRR of R.A. 9184, bidders who have already submitted these required documents are not required to resubmit them unless the documents have expired or become invalid.)

a. Valid Mayor’s/Business permit;
b. Proof showing the PhilGEPS Registration Number; and
c. Omnibus Sworn Statement

6. The COMELEC reserves the right to accept or reject any offer or quotation, to reject all offers or quotations at any time before awarding the contract, to exclude any item or reduce the number of units and the corresponding ABC as determined by COMELEC, and to award the contract to the bidder with the most advantageous offer, without incurring any liability to the interested parties.
