INVITATION TO BID
SUPPLY AND DELIVERY OF MEDICAL OXYGEN

1. The DAVAO REGIONAL MEDICAL CENTER (DRMC) through the GAA 2026 (NEP-EPA) intends to apply the sum of Thirty Seven Million Four Hundred Forty Thousand Pesos (PhP37,440,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for Supply and Delivery of Medical Oxygen under IB No. 2025-10-0419. Bids received in excess of the ABC shall be automatically rejected at bid opening.

2. The DRMC now invites bids for Supply and Delivery of Medical Oxygen using the Lowest Calculated and Responsive Bid (LCRB). Delivery of the Goods is required upon receipt of the Notice to Proceed up to March 2026. Bidders should have completed (SLCC) within two (2) years from the date of submission and receipt of bids, contracts similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).

3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the Implementing Rules and Regulations (IRR) of Republic Act (R.A.) No. 12009.

Bidding is open to all interested bidders, whether local or foreign, subject to the conditions for eligibility provided in the IRR of R.A. No. 12009.

4. Interested Bidders may obtain further information from the BAC Secretariat, Procurement Section, Davao Regional Medical Center, Apokon, Tagum City and inspect the Bidding Documents at the address given below from 8:00AM to 5:00PM Mondays to Fridays.

5. A complete set of Bidding Documents may be acquired by interested Bidders on November 2-24, 2025 from the given address and website(s) below and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Twenty One Thousand Pesos Only (PhP21,0000.00) through bank deposit or online transaction at Account name: DAVAO REGIONAL MEDICAL CENTER with the Account number of: CA# 0342-1291-02 Land Bank of the Philippines (LBP). The Procuring Entity shall allow the bidder to present its proof of payment for the fee by sending a copy through the electronic mail address below.

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the Procuring Entity, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The DRMC will hold a Pre-Bid Conference on November 10, 2025; 10:00 A.M. through video conferencing or webcasting via Zoom Meeting ID: 883 4672 5926 passcode: bac2025 which shall be open to prospective bidders.

7. Bids must be duly received by the Bids and Awards Committee (BAC) Secretariat through manual submission on November 24, 2025; 9:00-9:30 A.M. Late bids as well as submission through courier shall not be accepted.

8. All Bids must be accompanied by a Bid Security in any of the acceptable forms and in the amount stated in ITB Clause 16.1.

9. Bid opening shall be on November 24, 2025; 9:30 A.M. at BAC Office Administrative Building, DRMC, Apokon, Tagum City. Bids will be opened in the presence of the Bidders’ representatives who choose to attend the activity whether physical or via online.


10. The DAVAO REGIONAL MEDICAL CENTER reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 70 of R.A. No. 12009, without incurring any liability to the affected bidder or bidders.
