"The Procurement procedure for this requirement is Negotiated Procurement for Two- Failed
Bidding pursuant to Section 53.1 of 2016 revised Implementing Rules and Regulations (IRR) of
Republic Act (RA) No. 9184.
"

"The selection of the successful offer shall be based on the best and final offer that will be
submitted on the set deadline to the BAC and which would meet the minimum technical
specifications required.
"

Bid documents shall be available at the BAC Office, New City Hall, LGU Bayawan City upon payment of prescribed non-refundable fee.

Bidders shall drop their technical and financial proposals in the bid box at the BAC Office, Bayawan City on or before the deadline of submission of bids.

All particulars relative to eligibility process, opening and evaluation of bids, post- qualification and award of contract shall be governed by the applicable provisions of RA. 9184.
The City of Bayawan reserves the right to reject any or all bids, to waive any defects or formality therein and to accept bids considered responsive and most advantageous to the government. The complete schedule of activities is listed, as follows:
