INVITATION TO BID FOR
SUPPLY AND DELIVERY OF MEDICAL OXYGEN REFILL 2024 (EPA)
(BRGHGMC-GS-2024-11)
1. The Bicol Region General Hospital and Geriatric Medical Center (BRGHGMC), through the 2024 General Appropriation Fund (General Fund) intends to apply
the sum of FOUR MILLION SIX HUNDRED TWENTY THOUSAND PESOS ONLY (PHP 4,620,000.00) being the ABC to payments under the contract for BRGHGMC-GS-2024-11 :
Supply and Delivery of Medical Oxygen Refill 2024 (EPA). Bids received in excess of the ABC shall be automatically rejected a bid opening.
Total Approved Budget for the Contract (ABC) to be Bid Cost of Bidding document
500,000 and below 500.00
More than 500,000 up to 1 Million 1,000.00
More than 1 Million up to 5 Million 5,000.00
2. The Bicol Region General Hospital and Geriatric Medical Center now invites bids for the above Procurement Project. Delivery of the Goods is based on the
schedule of requirements. Bidders should have completed, within 3 years from the date of submission and receipt of bids, a contract similar to the Project.
The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016
revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding
capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights
or privileges to Filipino citizens, pursuant to RA No. 5183.
Prospective Bidders may obtain further information from Bicol Region General Hospital and Geriatric Medical Center and inspect the Bidding Documents at the
address given below during office hours at 8:00AM -5:00PM.
4. A complete set of Bidding Documents may be acquired by interested Bidders following the same schedule for the inspection of bidding documents from the
stated address and upon payment of the applicable fee for the Bidding documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of
five thousand peso (PHP 5,000.00).

Payment of bid documents through online banking/ bank deposits must be communicated ONE (1) DAY BEFORE THE OPENING OF BIDS (4:00PM) to
bicolsan.bac@gmail.com to guarantee the receipt thereof and proper validation with Cashier’s section.
The subject of your email must indicate the ITB number followed by the name of your company in UPPERCASE format exactly as seen in the example below:

The BAC Secretariat will forward the Official receipt (OR) to the bidder upon processing of payment.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) and the website of the
Bicol Region General Hospital and Geriatric Medical Center, provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the
submission of their bids.
5. The BRGHGMC will hold a Pre-Bid Conference and Opening of Bids on the scheduled dates at Training Center, BRGHGMC and/or through video conferencing or
webcasting via Google Meet, which shall be open to prospective bidders.
Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

6. Bids must be duly received by the BAC Secretariat through (i) manual submission at the office address indicated below, (ii) online or electronic
submission as indicated below, or (iii) both on or before scheduled dates. Refer to the bid data sheet for the guidelines on the online submission of
technical and financial proposals. Late bids shall not be accepted.
7. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14.
8. The BRGHGMC reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award
in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or
bidders.
