INVITATION TO BID FOR THE CONSTRUCTION OF
SLOPE PROTECTION AT MALAGUE ELEMENTARY SCHOOL (BGY. STA. TERESITA, DUMARAN, PALAWAN)
1. The Provincial Government of Palawan, through the Locally Funded (OBR No. 300-23-09-15574) intends to apply the sum of Seven Million Five Hundred
Thousand Pesos Only (Php 7,500,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the CONSTRUCTION OF SLOPE
PROTECTION AT MALAGUE ELEMENTARY SCHOOL located at BGY. STA. TERESITA, DUMARAN, PALAWAN (Project Reference No. B2 GF DPF 23-09-120). Bids received in
excess of the ABC shall be automatically rejected at bid opening.
2. The Provincial Government of Palawan now invites bids for the above Procurement Project. Completion of the Works is required within one hundred
twenty-eight (128) calendar days. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in
the Bidding Documents, particularly, in Section II (Instructions to Bidders).
3. Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 revised
Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184.
4. Interested bidders may obtain further information from Bids and Awards Committee (BAC) Secretariat, Provincial Government of Palawan and inspect the
Bidding Documents at the address given below during office hours. Monday to Friday, 8:00 AM to 5:00 PM.
5. A complete set of Bidding Documents may be acquired by interested bidders on October 17, 2023 from given address and website/s below, pursuant to the
latest Guidelines issued by the GPPB, in the amount of Ten Thousand Pesos Only (P10, 000.00). The Procuring Entity shall allow the bidder to present its
proof of payment for the fees if it will be presented in person, or through electronic means.
6. A Certificate of Site Inspection which shall be issued by the Provincial Engineering Office shall be required and must be submitted as part of the
Technical Component of the bid in order for the prospective bidder to determine the general characteristics and condition of the project such as the
location and the nature of the work, geological conditions at the site, communication facilities and availability of construction aggregates and other
materials, labor, water, electric power and access roads; and other factors that may affect the cost, duration and execution or implementation of the
contract.
7. The Provincial Government of Palawan will hold a Pre-Bid Conference on October 25, 2023at 2:00 PM at the BAC Conference Room, East Wing, 2nd floor, Gov.
Ramon V. Mitra Building, Capitol Compound, Puerto Princesa City, Palawan, which shall be open to prospective bidders.
8. Bids must be duly received by the BAC Secretariat through manual submission at the office address as indicated below, on or before on or before 1:30 PM
of November 8, 2023at the Office of the BAC Secretariat, East Wing, 2nd floor, Gov. Ramon V. Mitra Building, Capitol Compound, Puerto Princesa City,
Palawan. Late bids shall not be accepted.
9. All bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 16.
10. Bid opening shall be on 2:00 PM of November 8, 2023 at BAC Conference Room, East Wing, 2nd floor, Gov. Ramon V. Mitra Building, Capitol Compound,
Puerto Princesa City, Palawan, Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity.

12. The Provincial Government of Palawan reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time
prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised Implementing Rules and Regulations (IRR) of RA No. 9184, without
thereby incurring any liability to the affected bidder or bidders.
