REQUEST FOR EXPRESSION OF INTEREST (REI)
REI No. 05, S. 2023
The Municipality of General Nakar, Quezon through the approved Purchase Request intends to apply the sum One Million Nine Hundred Ninety Nine Thousand
Eight Hundred and Ninety Nine Pesos (PhP1,999,899.00) being the Approved Budget for the Contract (ABC) to payment under the contract for the project
described hereunder::

Contract Duration : 45 days
The list of minimum eligibility documents/ requirements for shortlisting of consulting services is indicated in the eligibility form. Eligibility of
prospective bidders shall be checked using a non-discretionary “pass/fail” criteria. Shortlisting of eligible consultants will be done based on the
following criteria: applicable experience of consultant and members (50%), qualification of personnel (30%) and current workload relative to job capacity
(20%). A minimum of three (3) eligible bidders shall make up/consist the shortlist. Should there be only one (1) or less than minimum eligible bidders, the
BAC shall consider such consultant/s as being shortlisted.
All particulars relative to Eligibility Statement and Screening/Shortlisting, Bid Security, Performance Security, Pre-Bidding Conference/s, Evaluation of
Bids, Post-Qualification, Negotiations and Awards, Implementation and Termination of Contract shall be governed by the pertinent provisions of the revised
R.A. 9184 and its Implementing Rules and Regulations (IRR).

A complete set of Bidding Documents may be purchased only by shortlisted bidders/consultants on the date of its issuance/availability and upon payment of a
non-refundable amount stated above at the Municipal Treasurer’s Office.
Bid received in excess of the ABC shall be automatically rejected at the bid opening. Late Bid shall not be accepted. Bids must be delivered to the office
of the BAC Secretariat on or before 11:30A.M. of October 24, 2023. All bids must be accompanied by a bid security in any of acceptable forms in the amount
of not less than the required percentage of the ABC and in accordance with the schedule stated in section 27.2 of Rule VIII of the 2016 Revised
Implementing Rules and Regulations of R.A. 9184.
Individual Quality-based Evaluation Procedure shall be adopted and will be done based on the following criteria: a) Technical Proposal given a weight of
Seventy Percent (70%) and b) Financial Proposal given a weight of Thirty Percent (30%) with a total combined weight of One Hundred Percent (100%). Should
there be only one (1) bidder/consultant submitted the Technical and Financial Proposal, the BAC shall consider such consultant being the Single Rated and
Responsive Bid with an average score of not less than 85%.
The Municipality of General Nakar, Quezon assumes no responsibility whatsoever to compensate or indemnify bidders for any expenses incurred in the
preparation of the bid.
Further, the Municipality of General Nakar, Quezon/ BAC concerned hereby reserves the right to declare the bidding a failure, to curtail the process of
bidding in any stages, reject any or all bids, waive any defect/s therein without disclosing any reason and accept the offer most advantageous to the
municipal government of General Nakar, Quezon.
