Other Information

1. The LOCAL WATER UTILITIES ADMINISTRATION has received a Loan from the Asian Development Bank toward the cost of the Water District Development Sector Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the Procurement of Trucks and Heavy Equipment.

2. The Valencia City Water District (VCWD) now invites bids for the Supply and Delivery of Trucks and Heavy Equipment. Delivery of the Goods is required within the specified duration below. Bidders should have current or completed, within five (5) years from the date of submission and receipts of bids, contracts that include the delivery of a contract similar to the Project with a value of at least fifty percent (50%) of the Approved Budget of the Contract (ABC). The description of an eligible bidder is contained in the Bidding Documents, particularly, in Sub-section 5, Section II. Instructions to Bidders and the corresponding Section III. Bid Data Sheet.

3. Bidding will be conducted in accordance with relevant procedures for open competitive bidding as specified in the Procurement Regulations for ADB Borrowers (2017, as amended from time to time) of the Asian Development Bank and, to the extent consistent with these Regulations, the IRR of RA 9184, with amendments, as stated in these bidding documents and is open to all Bidders from eligible source countries as defined in the applicable procurement guidelines of the Asian Development Bank. The contract shall be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The ABC is NINE MILLION PESOS ONLY (PhP9,000,000.00).

4. Interested bidders may obtain further information from Valencia City Water District and inspect the Bidding Documents at the address given below during office hours, 8:00 a.m. – 5:00 p.m. except on weekends and non-working holidays.

5. A complete set of Bidding Documents may be acquired by interested Bidders on 06 September 2023 from the address below and upon payment of the applicable fee for the Bidding Documents in the amount of Ten Thousand Pesos Only (PhP10,000.00) to the VCWD Cashier. The Procuring Entity shall allow the bidder to present its proof of payment for the fees. Payments can also be made online thru VALENCIA CITY WATER DISRTRICT’S account with LANDBANK-VALENCIA CITY BRANCH Account No. 0352-1276-98. Validated deposit slip or Official Receipt (OR) should be e-mailed at vcwdbac@gmail.com .

It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System (PhilGEPS) provided that Bidders shall pay the applicable fee for the Bidding Documents not later than the submission of their bids.

6. The Valencia City Water District will hold a Pre-Bid Conference on 18 September 2023 at 1:30 pm p.m. at the VCWD Conference Hall, New VCWD Admin. Bldg., Purok 4A, Poblacion, Valencia City, Bukidnon which shall be open to prospective bidders.

7. Bids must be duly received by the BAC Secretariat at the address below on or before October 3, 2023 at 1:30 pm All Bids must be accompanied by a Bid Securing Declaration.

Bid opening shall be on 03 October 2023 at 1:30 pm at the VCWD Conference Hall, New VCWD Admin. Bldg., Purok 4A, Poblacion, Valencia City, Bukidnon. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below. Late bids shall not be accepted.

8. The Valencia City Water District reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, in accordance with ADB’s Procurement Policy and Regulations, without thereby incurring any liability to the affected bidder or bidders.
