• The Federal Board of Revenue, Pakistan has received financing from the World Bank toward the cost of the Pakistan Raises Revenue Program (PPRP), and intends to apply part of the proceeds toward payments under the contract for Supply of Layer-2 and Layer-3 Network Switches.
• The Federal Board of Revenue, Pakistan now invites sealed Bids from eligible Bidders for Supply of Layer-2 and Layer-3 Network Switches as further detailed hereto.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
• Interested eligible Bidders may obtain further information from deputydirector.prr@fbr.gov.pk and inspect the bidding document during office hours 09:00 AM – 2:00 PM (Business Days, during Ramazan), while 08:00 AM – 4:00 PM (Business Days, after Ramazan) at the address given below, latest by seven days till the deadline for bid submission date.
• The bidding document in English may be downloaded from https://www.fbr.gov.pk/ without any fee(s)/ charge(s). The document in hard/ printed form; on specific request via official email or printed over official letterhead duly signed and stamped by the authorized signatory, can be sent through courier for a non-refundable amount of PKR 15,000 or for an equivalent amount in a freely convertible currency.
• A virtual pre-bid session shall be held at 11:30 AM on 3rd May, 2023. Interested bidders may obtain the respective meeting link/ invite via writing an email addressed to the undersigned (deputydirector.prr@fbr.gov.pk) between 13th April, 2023 to 2nd May, 2023 (during regular business hours).
• Bids must be delivered to the address below on or before 11:30 AM dated 24nd May, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on i.e., 24nd May, 2023 immediately after the bid submission deadline.
• All Bids must be accompanied by a “Pay Order/ Demand Draft/ Call Deposit Receipt” or “Bank Guarantee” equivalent to two percent (2%) of the bid value issued by a scheduled Bank located in Pakistan (for Local Bidders) or country of incorporation/ registration (for International Bidders), as per the details/ requirements given at the respective section(s)/ clause(s).
• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
