Assignment Title: Consulting services for the selection of applications from Beneficiaries in project regions for the GCF grant within the framework of the project "Climate Adaptation and Mitigation Program for Aral Sea basin" with International Development Association (IDA)

The International entre for Food and Agriculture Strategic Development and Research under the Ministry of Agriculture of the Republic of Uzbekistan has received financing from the World Bank for the implementation of the “Climate Adaptation and Mitigation Program for Aral Sea Basin” project, and intends to apply part of the proceeds for consulting services.

The Consulting services (“the Services”) include:

- Sub-projects of the beneficiaries will be reviewed and selected by the Consultant in all 46 project districts of the Republic of Karakalpakstan, Khorezm, Bukhara and Navoi regions based on the selection criteria agreed with the World Bank/IDA, indicated in ToR;

- The Consultant shall conduct the selection and evaluation process, and carry out the process of accepting applications from beneficiaries in all 46 project districts of the indicated areas according to the Application Selection Schedule, having previously agreed with the Client;

- After evaluating and selecting applications from the Beneficiaries, the Consultant in Russian and English will provide a Conclusion and, in the form, (to be agreed with the Client additionally) on the results of the selection and the acceptability of the implementation of each sub-project to the Client.

Implementation period of the assignment is 11 months. Expected start date of the assignment is approximately May 15, 2023. Consultant should ensure full consistency with the TOR.

The International entre for Food and Agriculture Strategic Development and Research under the Ministry of Agriculture of the Republic of Uzbekistan now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The consulting company must have the following qualifications:

• Have experience in at least 3 similar projects to conduct questionnaire among the Beneficiaries in agriculture or rural areas;

• Proven experience in preparing questionnaires, conducting surveys and interviews among the population;

• Work experience with government and international organizations for at least 3 years;

• Required number of qualified staff to carry out this work;

• Sufficient experience in preparing descriptive and analytical reports.

Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017 and July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
