      Justification for cancellation

      The reason for cancellation is that the contracting authority has received numerous inquiries while working on the tender contest that have made it clear that the stated award criteria with sub-criteria are not suitable for identifying who has submitted the qualitatively best offer. The award criteria are central to the contracting authority"s choice of tender, and it is therefore important that these are suitable for reflecting relevant differences between the various tenders in the evaluation. Unfortunately, this weakness in the stated award criteria cannot be corrected in any way other than by cancelling the tender contest.
