Simulation tool within health and education
The contract is for the procurement of equipment for operator places fully set up with Lleap SW for full-scale simulation with a patient simulator, as well as a cloud based subscription service for the simulation tool.
Bodø
Nord University (hereafter the contracting authority) needs a simulation tool in the skills rooms for students. It is necessary to have equipment that can be monitored and remotely controlled from other places in order to have more flexibility in teaching. There are also important functions, such as recording sessions, that the tool must offer so that students in all study locations can receive the correct training at the correct time.
Nord University would like to procure 5 to 7 operator places with the accompanying nodes for connection to the simulation tool Sim Capture Enterprise.
The procurement has an estimated value of NOK 4,112,000. Of this, NOK 2,911,815 make up investment costs for equipment, and a subscription for Sim Capture Enterprise is NOK 401,093 a year. All prices are stated excluding VAT.
The procurement of operator places will be regulated by SSA-K, whilst the subscription service will be regulated by SSA-L.
Section IV: Procedure
As there are no other suppliers that can deliver a full-scale simulation system with sufficient geographical flexibility, there is only one supplier that can deliver the required system. The contracting authority is, therefore, permitted to make a direct procurement from Lærdal Medical AS, cf. the Public Procurement Act § 13-4 first paragraph, letter b. no. 2.
Simulation is a learning activity in which we try to create reality in a clinical environment, and, with the help of role play, video, VR technology, or simulators as puppets, students can practice procedures, cooperation, decision making, critical thinking, challenging communication, and reflection. Market surveys carried out by the contracting authority show that there are several suppliers in the market that offer products and tools within medical simulation, but there is however only one supplier of full-scale simulation with possibilities for teaching activity (simulation and skils training) as well as research in the SimCapture management system. The chosen supplier has therefore a specific tool that no others in the market offer.
