Reference number: 23/01156NOKUT - the Norwegian Agency for Quality Assurance in Education - is a state-independent expert body with expertise in Norwegian higher education and tertiary vocational education. The agency has approx. 100 employees and has approx. 1,500 m2 office premises in Drammensveien 288 at Lysaker.
The assignment includes of two lots A-B and five requested options. Sub-providers can be engaged, and tenders can be submitted for the main assignment, with or without one or several options.
The contract period is two years from date. The contracting authority can extend the contract for one year at a time for a maximum period of two (2+1+1) years.

B Plant Lease and Plant Service
Option 1 Delivery of fruits
Option 2 Cold and hot beverages

NOKUT needs the provider to offer:

B Plant Lease and Plant Service (offices)
A certificate of registration must be issued by the Brønnøysund Register Centre. The certificate shall not be older than one year. The provider winning the tender contest must submit the latest tax certificate before signing the contract.
Tenderers must have sufficient economic and financial capacity to fulfil the agreement. Information concerning liquidity and solvency shall be obtained by the contracting authority itself via Proff®. It is therefore unnecessary to submit these details for tenderers registered in Norway.
Minimum level(s) of standards possibly required:The minimum requirements are "satisfactory liquidity" and "satisfactory solvency" to satisfy the qualification requirement.
Tenderers must have experience from comparable assignments. Comparable assignments are in this context defined as the provision of the service included in the contest for major public departments/enterprises or major private corporations.
Minimum level(s) of standards possibly required:Description of up to three of the tenderer’s most relevant assignments in the last three years. The description must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer"s responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another provider.
The contract contains requirements concerning wages and working conditions, cf. the regulations in the wages and working conditions in public contracts, dated 08.02.2008.
There are requirements regarding the involvement of apprentices in the main assignment (cleaning), cf. the Regulation regarding the requirements for an apprenticeship system in public contracts. There is no requirement for an apprentice to be involved in this particular assignment, as cleaning services are limited to only part of the assignment.

The guideline states i.a: regarding the deadline for lodging appeals and complaint fees:
"Appeals must be presented at the latest six months after the contract is signed by the contracting authority, or six months after the contracting authority has cancelled the tender contest.
The parties undertake internal costs in connection with the appeal procedure. For complaints in consultatory cases, the complainant must pay a complaint fee of NOK 8,000 and the complaint will not be considered until the complaint fee has been paid. If the committee finds that there is a breach of the public procurement law and regulations, which may have affected the result of the tender contest, the complaint fee will be refunded."
