        Hias" sewage treatment plant is located in Ottestad in Stange municipality and treats approx. 8 million m3 of wastewater from approx. 130,000 person equivalents. The purification processes consist of mechanical, biological and chemical purification stages. Furthermore, thermal hydrolysis and anaerobe stabilisation of the sludge is carried out in accordance with the Cambi method. The sewage treatment plant mainly uses chemicals for treating sewage water and for dewatering sludge, in addition to using chemicals in the odour treatment processes, something which is not requested in this contest.

        The contracting authority for this procurement is the Hias IKS.

        Hias" sewage treatment plant is located in Ottestad in Stange municipality and treats approx. 8 million m3 of wastewater from approx. 130,000 person equivalents.         The sewage treatment plant is currently being altered for Biological Phosphor Removal, and chemical precipitation will be phased out as a process at the plant as much as possible. However chemical precipitation will remain at the storm water plant and as stand-by if the biological process fails.

        A framework agreement will be signed with two tenderers for each chemical type. The two tenderers will be ranked as no. 1 and no. 2 at the start-up of the contract, with the no. 1 tenderer being the preferred tenderer.

        During the entire contract period both no. 1 and number 2 tenderers can test their chemicals in our laboratory in order to optimise and test "new" chemicals. If these tests prove to include good results, measured according to cost/benefit criteria, the contracting authority will invoke a change of chemicals and possibly supplier. Such a replacement will be carried out throughout the entire contract period, which can be maximum 8 years. A change of supplier can happen maximum once a year.

        Another factor that will be valid is if the preferred supplier cannot manage to comply with its response time obligations, the contracting authority can make direct contact with no. 2 and make their call-off there.

        The background for the contracting authority wanting flexibility, is that the world situation, electricity prices, and access to resources are no longer optimal and predictable, and can include large variations/swings.

        Another factor is the environmental aspect. The contracting authority would like chemicals that affect nature as little as possible. Examples of these are, amongst other things, metal content, and the use of non-fossile raw products. In other words, more "green" and sustainable chemicals.
