        NDLA would like to enter into framework agreements for interactive simulations, which will be included in a context with other learning activities in the learning resources.

        Parallel framework agreements will be entered into for the assignment with a minimum of 2 and a maximum of 3 tenderers as long as there is a sufficient number of suitable tenders. The distribution of the assignments between the framework agreement parties will be in accordance with the distribution mechanism described in the contract.

        - Tenderers must be a legally established company. This must be documented by a company registration certificate from the Brønnøysund Register Centre. Foreign companies must substantiate that the company is registered in the trade or business registry as prescribed in the legislation of the country in which the supplier is established

        - Tenderers must have sufficient economic and financial capacity to fulfil the contract. This must be documented by the annual accounts including notes with the boards and auditor"s comments from the last two years.

      3. Technical and professional ability:

        - Tenderers must have experience from equivalent assignments in the last 3 years. Equivalent assignments means interactive simulations for professional actors (for example newspapers, humanitarian organisations, and education actors). This must be documented by a reference form in annex no. 4 in the tender documentation for the contest with negations (above the EEA threshold) for the procurement of simulations.

        - Tenderers must have the sufficient implementation ability and capacity to deliver the required services. This must be documented by a short and general description of the company, including the company"s general organisation, including the number of employees, access to equipment that is relevant for the assignment, and a description of how much of the contract that contract would outsource to sub-suppliers.
