Framework agreement for Consultancy services, development plans and building applications
Reference number: 2023/3454The purpose of the procurement is to enter into framework agreements for the procurement of consultancy services within the fields of
land use planning and building application processing for Hustadvika municipality.
The contracting authority will enter into framework agreements with 2 tenderers for land use planning and building application processing. Tenderers will be ranked and utilised in order of ranking. The tenderer that is ranked as no. 1 will be asked first about individual assignments. If no. 1 cannot take on the assignment no. 2 will be asked.
Work assignments will be land use planning at a general level or zoning plan level, including preparation, amendments or minor changes to zoning plans (maps, descriptions, provisions) and application processing in accordance with the Planning and Building Act. Risk and vulnerability analyses related to planning work, case processing of building and division cases, and follow-up of illegalities in accordance with the Planning and Building Act, or case preparations for political discussion including processing appeals. As well as road planning and traffic analyses, landscape analyses and 3D visualisation. The assignment requires close cooperation and communication with Hustadvika Municipality.
The municipality has an option for extension for 1 + 1 year.
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Tenderers must have liability insurance. Norwegian tenderers must submit a tax certificate for tax and VAT.
Tenderers must have sufficient economic and financial capacity to fulfil the agreement.
Minimum level(s) of standards possibly required:Creditworthiness with no requirement for guarantees and annual turnover of at least NOK 6 million will be sufficient to meet the requirement.
Tenderers must have professional expertise in land use planning and must provide at least two resources with professional training in land use planning. The tenderer and the two resources offered must have significant experience from working with zoning plans from the last three years. Formal competence can replace relevant professional education as professional expertise, but a minimum of 5 years" experience in land use planning, with assignments such as the preparation of maps, regulations and other typical land use planning tasks, is required. Tenderers must have relevant professional expertise working with building cases and must provide at least two resources with relevant professional expertise. The tenderer and the two resources offered must have significant experience from working with building cases for municipalities in the last three years.
Formal competence can replace relevant professional training as professional expertise, but a minimum of 5 years" total experience in building case processing is required.
