R01359 Light fuel oil and site diesel in bulk, north
Lot No: 1The purpose of the contract is to cover the need for bulk site diesel and light fuel oil used for heating.
Geographical area: Northern regions excluding the Salten district.

Estimated value: NOK 18,000,000, excluding VAT. (sum 4 years).
Maximum value: NOK 25,200,000, excluding VAT. (sum 4 years).
The contracting authority can extend the contract for up to 1 (one) + 1 (one) year.
R01360 Light fuel oil and site diesel in bulk, mid
Lot No: 2The purpose of the contract is to cover the need for bulk site diesel and light fuel oil used for heating.
Geographical area: Salten district and Trøndelag district.

Estimated value: NOK 21,000,000, excluding VAT. (sum 4 years).
Maximum value: NOK 29,400,000, excluding VAT. (sum 4 years).
The contracting authority can extend the contract for up to 1 (one) + 1 (one) year.
R01447 Light fuel oil and winter diesel in bulk, south.
Lot No: 3The purpose of the contract is to cover the need for bulk site diesel and light fuel oil used for heating.
Geographical area: Eastern region, as well as the western region excluding Trøndelag district.

Estimated value: NOK 3,500,000 excluding VAT. (sum 4 years).
Maximum value: NOK 4,900,000, excluding VAT. (sum 4 years).
The contracting authority can extend the contract for up to 1 (one) + 1 (one) year.
Foreign tenderers must present documentation that confirms that the company is legally registered in its home country. Norwegian tenderers do not need to document fulfilment of this requirement beyond the presentation of tax and VAT certificates, cf. the information below.
Norwegian tenderers:
Tax and VAT certificate (RF-1316). The certificate can be ordered via www.altinn.no. The certificate must not be more than 6 months from the tender deadline.
Tenderers must have sound finances, which includes that the tenderer must be credit worthy.
Minimum level(s) of standards possibly required:Credit assessment of the tenderer, not older than 6 months, calculated from the deadline for receipt of tenders. The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale. The credit rating must contain an assessment of the tenderer’s payment history/reliability.
NOTE: If a tenderer, in order to comply with the requirement, presents guarantees from other companies (e.g. the parent company), an equivalent credit rating must be submitted for that company. Furthermore, a legally binding confirmation must be enclosed from this company stating that they have joint and several liability under the contract.
Newly established companies that cannot provide a relevant credit rating can attach alternative documentation including, amongst other things, the accounts/balance, key figures, payment history and payment remarks.
1) Tenderers (as a company) must have relevant experience and competence with deliveries of an equivalent nature and scope to this contract.
2) Tenderers must have the capacity to carry out the assignment under the framework agreement.
3) Tenderers must have satisfactory control systems within environment management that cover the activities included in the contract.
Minimum level(s) of standards possibly required:1) An overview of the most important relevant deliveries of the relevant product that the tenderer has carried out in the last five years, together with information on the contract value, dates of execution and name of the recipient within the lot a tender is submitted for. The Norwegian Defence Estates Agency retains the right to contact the provided reference persons in order to confirm the information.
2) A statement of the tenderer"s average workforce and the number of employees in the management in the last three years.
A description of the proportion of the contract that the tenderer is considering to use sub-suppliers for.
Annex 3 "sub-supplier overview" is to be completed for the geographical sub-area that the tender is submitted for.
