         The aim of the lot is to procurement a construction manager (BL) for Skien Municipality"s project for the construction of a foot and cycle bridge between Klosterøya and Jernbanebrygga. The construction manager will, amongst other things, manage the development, follow-up contractors and other suppliers, and carry out quality progress, and cost control. See Part II Annex 1a The Contracting Authority"d Service and Requirements Specification BL.

          The aim of the lot is to procure a coordinator for work (KU) for Skien Municipality"d project for the construction of a foot and cycle bridge between Klosterøya and Jernbanebrygga. The coordinator for work will, amongst other things, make sure that the risk regarding SHA is mapped, assessed, and minimised through the chosen solutions and coordination of control plans for SHA. See Part II Annex 1b The Contracting Authority"s Service and Requirements Specification KU.

   1. Conditions for participation:
      1. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:
         List and brief description of conditions:

         Requirements: Tenderers must be a legally established company.

         Documentation: To be documented upon request: Norwegian companies: Company Registration Certificate. Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.

      2. Economic and financial standing:
         List and brief description of selection criteria:

         Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness equivalent to rating A, will be sufficient to fulfil the requirement.

         Documentation: To be documented upon request: Credit evaluation/rating, not older than 3 months, which is based on the last known accounting figures. The rating must be carried out by an officially certified credit rating institution. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can document their economic and financial capacity with a declaration from a finance institution on surety, or any other document that the contracting authority deems suitable. Newly founded companies with the credit rating AN, individual foreign companies, or companies without reporting obligation to the Brønnøysund Register Centre are not always able to document that the requirement is met. In such cases the satisfactory credit rating requirement can be met with alternative documentation.

      3. Technical and professional ability:
         List and brief description of selection criteria:

         Requirement: Tenderers must have good experience from comparable assignments for the lot(s) a tender is submitted for. Comparable assignments means assignments of a similar nature, complexity, and scope as Skien Municipality"s bridge project.

         Documentation: To be documented upon request: A list with an overview of the tenderer"s 3 most relevant assignments in the last 3 years, including a short description, the value, date, and the contracting authority. Tenderers are encourage to use Part I Annex 5 as a template.

         The Contracting Authority reserves the right to contact the listed references to verify the scope and quality. Tenderers can document experience by referring to the competence of personnel at disposal for this assignment, including experience that has been acquired while personnel performed services for another supplier. It is the tenderer"s responsibility to document relevance through the description.

         Requirement: Tenderers must have the necessary financial capacity to fulfil the assignment.

         Documentation: To be documented upon request: Documentation showing that the tenderer has sufficient staffing so that a deputy can be offered for an offered resource if required. The deputy must as a minimum have the same competence as the offered resource.

         Requirement: Tenderers must have satisfactory quality assurance procedures.

         Documentation: To be documented upon request: Documentation must be given in one of the following ways:

         • A description of the tenderer"s quality assurance routines.

         • If a tenderer has ISO 9001:2002 certification or equivalent standards, it will be satisfactory to present a copy of the valid certificate.
