        Innlandet County would like to enter into a framework agreement with a tenderer that can assist the county with advertising agency services. We would like to cooperate with a tenderer that understands the job of the county in society, and that can show good understanding of the contracting authority"s framework conditions. Tenderers must have good experience with the target group and interested parties that the contracting authority would like to reach through ongoing work and campaigns.

        The contracting authority would like a total supplier of advertising agency services that can solve all types of assignments within this large field, that has employees with a high degree of creativity and efficiency who can deliver good, new, and exciting solutions of high quality that are adapted to our values and strategic goals. At the same time the tenderer must see to the guidelines given in the county"s design profile, as well as follow the rules that apply for public entities (e.g., universal design requirements).

        The framework agreement has a two (2) year duration. The contracting authority will have the unilateral right to extend the contract for an addition one year + one year. If the contracting authority decides that the contract will not be extended, the contracting authority will provide written notification to the tenderer of this at the latest 3 months before the contract period expires.

      1. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:
        List and brief description of conditions:

        Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex.

        Documentation requirement:

        Norwegian companies: Tenderers must be a legally established company. Norwegian companies must document this with a Company Registration Certificate.

        Foreign tenderers: Foreign tenderers must be able to prove that the company is registered in a trade or business register or a Register of Business Enterprises as prescribed by the legislation of the country where the tenderer is established.

      2. Economic and financial standing:
        List and brief description of selection criteria:

        Good credit worthiness is required, minimum equivalent to Bisnode score A (www.soliditet.no).

        Documentation Requirement: Tenderers must not attach any documentation. The Contracting Authority will obtain credit rating/financial data itself.

        If a tenderer is not credit worthy or if the tenderer wants to document that the credit rating gives a misleading picture of the financial situation, the economic and financial standing can be established with other suitable documentation. The tenderer must particularly justify why the credit rating is not presented or why it gives a misleading picture.

        For companies without a score in the Bisnode database, the contracting authority will consider the accounting figures and, if necessary, obtain external assistance to assess the tenderer"s economic and financial position. Tenderers with a temporarily reduced credit rating due to a reported merger or similar event may be approved.

        Minimum level(s) of standards possibly required:

      3. Technical and professional ability:

        a. Tenderers must have good experience from comparable assignments / deliveries (i.e. assignments of the similar nature, complexity, degree of difficulty, size and scope) with associated services.

        Documentation requirements: Tenderers must provide a list of the 5 most important relevant deliveries in the last three years, including information on the contracting authority, type of contract, value, date, and recipient (name and e-mail address), as well as a brief description of the delivery"s content, scope and obligations.
