The contracting authority invites tenderers to a contest for the procurement of Cardiopulmonary Machines for Oslo University Hospital Trust. A framework agreement will also be entered into for equipment-dependent consumables.
Options on service contracts must be offered.
The estimated volume of the procurement is estimated at 2 paediatric cardiopulmonary machines and 7 adult cardiopulmonary machines. The maximum value of the contract is 16 units. Attention is drawn to the fact that the estimated volume of the equipment is estimated for 4 years, which means that the stated volume is not the estimate per year. The calculation for equipment-dependent consumables is based on the equipment`s service life of 10 years.
The estimated volume is based on available statistics and estimated consumption, possibly a randomly chosen number in order to be able to make a price calculation of consumption. The estimate is only a guideline and is in no way binding for the Contracting Authority or Customers.
The contracting authority can extend the framework agreement for up to 1 year at a time. The maximum total contract period is 4 years (2+1+1).
Options on service contracts must be offered.
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established. Documentation: Norwegian businesses must submit a company registration certificate.
Foreign tenderers must submit proof that the company is registered in a company register or trade index in the country where the tenderer is established. (Cf. Annex XI to directive 2014/24/EU).
Tenderers must have sufficient economic and financial capacity to fulfil the contract.
Minimum level(s) of standards possibly required:Documentation: A credit rating based on the most recent accounting figures. The rating must be carried out by a credit information company that has a licence.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial capacity with any other document that the contracting authority deems suitable, including a parent company guarantee, bank guarantee, etc. The contracting authority can, amongst other things, place emphasis on tenderers who have profitable operations and positive equity.
Tenderers must have satisfactory technical and professional qualifications to fulfil the contract.
Minimum level(s) of standards possibly required:Documentation: Technical and professional qualifications are to be documented by submitting a short description of the tenderer"s personnel and technical units that the tenderer can use to fulfil the contract.
Tenderers must document relevant completed assignments in the last 3 years, including information on the contract"s value, date of delivery or execution, and the name of the customer (Appendix 12)
If sub-suppliers are used, a description must be given of how much of the contract the Tenderer will give to the sub-suppliers.
