         The contracting authority reserves the right to award one total contract to one tenderer in instances where the tenderer has submitted a tender for all lots and the total tender has, in total, the best relationship between price and quality.

   1. Conditions for participation:
      1. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:
         List and brief description of conditions:

         Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

         Norwegian companies. Documentation requirement: Company registration certificate. Foreign companies: Verification that the tenderer is registered in a professional register in the country where the tenderer is established.

      2. Economic and financial standing:
         List and brief description of selection criteria:

         Tenderers are required to be credit worthy and have sufficient financial implementation ability. Norwegian tenderers must submit a VAT certificate and a tax certificate upon request. This only applies if the chosen tenderer is Norwegian.

         Minimum level(s) of standards possibly required:

         The annual accounts including notes with the boards and auditor"s reports. The contracting authority reserves the right to carry out a credit assessment. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity. The tax certificate must not be older than six months at the deadline for submitting a tender.

      3. Technical and professional ability:

         Tenderers are required to have good experience from previous assignments of comparable value to this contract.
