Area review of the management of Property, Building and Construction (PBC) in the Defence Sector
Reference number: 23/617The purpose of the area review is to identify measures for better usage of resources and more efficient comprehensive management of the defence sector"s property assets going forward. In this context, management means all usage of resources related to PBC (Norwegian: EBA) in the defence sector that contributes to functional PBC.
The review is divided into three parts; 1) Mapping and analysis, 2) recommending a strategic framework for PBC management and 3) recommending a new model for PBC management.
The work will be completed in its entirety by March 2024. The different parts of the review have different deadlines for delivery, cf. Annex 3 to the contract.
The estimated value of the procurement is up to NOK 7 million excluding VAT. The estimated value is not binding for the contracting authority.

External assistance will be procured in order to conduct an area review of the management of Property Building and Construction (PBC) in the defence sector.

The work requires a close contract with the contracting authority and other stakeholders. Furthermore, it is emphasised that parts one and two will be prepared simultaneously due to issues with timing in connection with the new long-term plan (LTP) and budget 2025. It should be noted that external investigators require access to/use of security-cleared personnel, as much of the PBC activities for the defence sector relate to operational needs that are linked to our plans and will therefore be security-classified information.
The estimated value of the procurement is up to NOK 7 million excluding VAT. The estimated value is not binding for the contracting authority.

Requirements: Tenderers must be a legally established company.
Documentation:
• Norwegian companies: Company registration certificate from the Unit Register for single-person companies that are not required to register.
• Foreign tenderers: Verification that the company is registered in an industry or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Requirement: Paid taxes and duties.
Documentation:
For Norwegian tenderers:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. Requirement: Tenderers must have sufficient ability and experience to be able to execute a contract of a similar nature and scope.
Documentation:
• A description of up to three of the tenderer"s most relevant assignments in the last three years, together with information on the contract"s value, date of delivery or execution, and the name of the recipient (if possible).
Relevant assignments means investigation and analysis work with the purpose of identifying measures for more effective use of resources and assignments carried out for the defence sector. Tenderers are responsible for ensuring that the description is of such a nature that it verifies that the requirement has been met.
Requirement: Tenderers must have sufficient competence to be able to execute a contract of a similar nature and scope.
Documentation:
• An overview must be presented of the educational and professional qualifications for employees with relevant knowledge and experience for the procurement. Relevant knowledge and experience means experience from equivalent fields, including in particular the defence sector and the management of property, building and construction, with the complexity or scope as requested in this tender documentation, cf. also the assignment description in Annex 1.
Tenderers must be able to employ personnel with security clearance for RESTRICTED, or alternatively personnel who can be security cleared. The company as a whole does not need to be authorised, as the work can be performed on independent machines. See Annex 1 of the contract for further information.
The work requires close collaboration between the investigator and the contracting authority, as well as other stakeholders. The detailed delivery schedule will be determined through dialogue between the contracting authority and the investigator. The schedule in Annex 3 is tentative.
