E00 Preparatory work Kongshaug
The builder (Sula and Ålesund Municipalities) would like to enter into a contract with a contractor for preparatory work at Kongshaugen (contract E00). The contractor will be the main contractor.

Ålesund Municipality and Sula Municipality are cooperating in project "BLA - fjords for the future" for the construction of a new sewage treatment plant at Kongshaugen (Kvasnes) in Sula Municipality.
The new sewage treatment plant must have sufficient treatment capacity to cope with sewage from Sula and Ålesund Municipalities, and it is to be designed as a secondary treatment facility..
Contract E00 consists of the following:
- Preparatory work on the site for the administration building and portaging for tunnels.
- Establishment of a pavement and alterations to the existing municipal road up until the exit to the industry area.
- Conveying water and sewage pipelines in the road/pavement.
- Conveying conduits for electricity cables from the grid station to the site for the administration building.
- Establishment of ditches for water and sewage pipelines from the access tunnel, over a municipal road and out into the fjord.
The builder will enter into a contract that builds on the contract standard "NS 8405:2008 Norwegian Building and Construction Contract" for the execution phase.
1) Tenderers must have their tax and social security contribution payments in order. Documentation requirement: Tax Certificate, not older than six months calculated from the tender deadline. A tax certificate is defined as:
For Norwegian tenderers:
- Tax and VAT certificate issued by the tax office via Altinn.
For foreign tenderers:
- Equivalent certificates from their own country demonstrating that they have their tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer"s Financial Director/person responsible for finance.
2) Tenderers must be a legally established company.
Documentation requirement: Norwegian tenderers:
- Completed tender form including the company name and organisation number. The contracting authority will verify that the requirement is fulfilled through a check in the Register of Business Enterprises. Norwegian companies do not need therefore to submit documentation for this requirement other than the completed tender form.
Foreign tenderers:
- Confirmation that the tenderer is registered in a trade register or company register in accordance with legislation in the country where the tenderer is established.
Tenderers must have good economic and financial capacity to be able to fulfil the contract.
Financial strength will be assessed on the background of, amongst other things, turnover, operating margin, solidity, liquidity, credit score, and payment history.
Minimum level(s) of standards possibly required:Documentation requirement: The tenderer"s Annual Financial Statements including notes with the boards and auditor"s reports from the last three completed fiscal years.
If the Annual Financial Statements for the last completed fiscal year (last year) are not completed before the tender deadline expiry for this contest, the Annual Financial Statements for the previous year must be submitted.
If there are reasons as to why the provisional annual accounts cannot be attached, the tenderer is responsible for documenting the economic and financial capacity in another way.
The contracting authority will also obtain a credit rating.
1) Tenderers must have sufficient experience from assignments of an equivalent nature, complexity and scope.
2) Tenderers must have the sufficient resources to fulfil the contract. Resources means both crew and machines.
3) Tenderers must have a good quality assurance system.
4) Tenderers must have an environment management system.
Minimum level(s) of standards possibly required:1) Documentation requirement: An overview of minimum three assignments of an equivalent scope and complexity that the tenderer has completed in the last five years, calculated from the tender deadline. The overview must include the following for each of the contracts:
- Name of the builder (contracting authority).
- Description of the nature of the contract work, including the relevance in relation to the qualification requirement.
- What work was carried out by the tenderer himself and what work was carried out by sub-suppliers (contract facilitators).
- The date of the delivery.
- The value of the contract.
2) Documentation requirement: A description of the tenderer"s average annual workforce over the course of the last three years. Tenderers must state a specific number of employees in the company for each of the three years.
A description of the tools, materials and technical equipment that the tenderer has at its disposal for fulfilment of the contract.
3) Documentation requirement: A detailed description of the tenderer"s quality assurance measures. The description must, as a minimum, include information on how the tenderer"s quality assurance system is built up and implemented in the organisation, how assignments and responsibilities are assigned, how the management follows this up, and audits.
If a tenderer is certified in accordance with ISO 9001 or its equivalent, it is sufficient to attach a copy of a valid certificate.
4) Documentation requirement: A description of the tenderer"s environment management measures. The description must, as a minimum, include information on how the tenderer"s environment management system is built up and implemented in the organisation, the tenderer"s environmental goals, environment policy, how the results are measured, and how the management follows this up.
If a tenderer is certified in accordance with ISO 14001, Eco-Lighthouse Scheme, EMAS, or equivalent certifications, it is sufficient to attach a copy of a valid certificate.
