        Trondheim Municipality, c/o the Agency for Mobility and Transport, extends an invitation to a contest for 1-3 framework agreements with 1-3 tenderers for the procurement of electric bicycles through leasing and procurements for employees in entities that participate in the mobility scheme HomeWorkHome in Trondheim, and for all employees in Trondheim Municipality with more than a 50% position.

        In addition the following parties can join the contract by taking up an option:

        Employees can choose whether to lease or procure electric bicycles under the contract.

        The contracting authority will forward the framework agreements to the entities. It will be up to

        the entities to enter into leasing contracts. The customers will be free to choose between the offered electric bicycles.

        The leasing contract that is signed between the winning tenderer(s) and the entities will be the contract

        that the tenderer himself offered when submitting a tender. The entities will be obliged, through use

        of the contract, to offer a wage reduction contract.

        The contracting authority has an option for a 1+1+1 year extension on the same terms. The option must be taken up 6 months before the contract expires.       1. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:
        List and brief description of conditions:

        Registration in a trade register or a company register: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established. As described in annex XI of directive 2014/24/EU; tenderers from certain member countries can be required to fulfil other requirements in the mentioned annex. Minimum qualification requirement: The tenderer must be a legally established company. Documented by a company registration certificate or equivalent.

      2. Economic and financial standing:

        In regards to any other economic and financial requirements stated in the tender notice or in the procurement documents, tenderers must verify the follwoing:

        Minimum level(s) of standards possibly required:

        Minimum qualification requirement: Tenderers must have the economic and financial capacity to carry out the assignment. Tenderers must be creditworthy, Score A. Creditworthiness against a guarantee is not accepted. For recently established tenderers, a certificate showing score A/N is sufficient. Documentation requirement: Credit assessment of the tenderer, not older than 6 months from the deadline for receipt of tenders. The evaluation will be based on the last known fiscal figures with an indication of how the credit rating has developed during the last three years. The evaluation must be issued by a company with a credit information licence from the Norwegian Data Protection Authority. See www.datatilsynet.no. The result of the credit appraisal shall be stated as a categorised score (letter of number) against a defined scale. Recently established tenderers must substantiate the financial capacity for the implementation of the assignment or other documentation, e.g. accounting figures and a bank guarantee.

      3. Technical and professional ability:
        List and brief description of selection criteria:

        Only for public goods deliveries: The tenderer has, in the reference period, carried out the following important goods deliveries of the requested type, or the following important services of the requested type. The contracting authority can require up to three years" experience and can take experience from the period before the last three years into consideration. Minimum qualification requirement: The tenderer must have experience from similar assignments. For newly founded tenderers, it is sufficient that the proposed key personnel have experience from equivalent assignments. Documentation requirement: An overview of the most important deliveries of goods or services that the tenderer has carried out in the last three years, together with information on the contract´s value, delivery date or execution and the name of the recipient. Part of the contract to the sub-provider: The tenderer is considering outsourcing the following part (percentage) of the contract to sub-providers. Note that if a tenderer has decided to leave a part of the contract to sub-suppliers and rely on sub-suppliers" capacity to carry out this part, a separate ESPD is required for such sub-suppliers, see part II, section C above.
