Voluntary ex-ante transparency notice: Standby ambulance and patient transport services for Bergen Hospital Trust

We hereby announce that the Norwegian Hospital Procurement Trust, on behalf of Bergen Hospital Trust, intends to enter into a contract with Røde Kors Ambulansen Bergen for services for the Emergency Medicine Department. The contract is for the standby ambulance services, which mainly involves the supplier providing an ambulance and trained personnel on duty at AMK for patient transport assignments.

According to the PPR § 13-4 first section, letter b, number 2, the procurement can be made without a contest if "competition is impossible for technical reasons". Patients who are transported by the ambulance must lie down during the journey, which means that investments are required in vehicles and equipment in order to provide such a service.

The Norwegian Hospital Procurement Trust hereby announces, on behalf of Bergen Hospital Trust, that it intends to enter into a framework agreement with Røde Kors Ambulansen Bergen for services for the Emergency Medicine Department. The framework agreement is for the standby ambulance services, which mainly involves the supplier providing an ambulance and trained personnel on duty at AMK for patient transport assignments.

According to the PPR § 13-4 first section, letter b, number 2, the procurement can be made without a contest if "competition is impossible for technical reasons". Patients who are transported by the ambulance must lie down during the journey, which means that investments are required in vehicles and equipment in order to provide such a service. There is a requirement, amongst other things, that the vehicle is equipped with a stretcher and equipment for transporting patients. Normal vehicles cannot therefore be used for these assignments, which clearly means that it is limited in relation to ordinary patient transport. According to the contracting authority"s knowledge of the market, there are no other actors that have this type of vehicle. Neither would it be worth investing in the necessary equipment due to the duration and value of the contract.

Furthermore, the contract will contribute to important training and competence raising amongst the Red Cross" volunteers. Such a contract is therefore essential for the supplier, Røde Kors Ambulanses Bergen, being able to contribute to other useful social purposes and continuing to be an important part of standby.

The contract duration will be up to five years, and the total value of the contract is estimated to be NOK 3,750,000.
