The upgrade consists of two new servers with the latest generation of software.

Replacement of all 9 control centres due to age. Replacement of 2 clients due to age.

Redeployment and replacement of monitoring scopes (MP) due to age and compatibility.

Replacement of portable monitoring devices (X2) from 2009-2012.

Replacement of telemetry (MX40) for increased functionality. Over the past year, the need for SpO2 monitoring in patients has proven to be vital to patient care.

Replacement and permanent installation of surveillance equipment as pandemic preparedness in patient hotels.

The monitoring system STHF currently has is from Phillips. By upgrading and expanding this facility with new elements from Phillips Intellivue, the existing infrastructure and other associated equipment can continue to be used. This includes all switches, smart-hopping and wireless telemetry devices, as well as scopes in the intensive care unit, the emergency department and the radiology department. It is stated that if an upgrade/expansion of the existing system is purchased that is not of the Phillips Intellivue type, the entire monitoring system must be replaced. This will entail a significant additional cost for the hospital, which is estimated at 3-4 times the value of the procurement. The procurement concerns equipment at the hospital"s premises in Skien. The same type of monitoring system (from Phillips) is also found at the hospital"s premises in Porsgrunn and Notodden, as well as in the ambulances, so standardisation of equipment across locations in order to best ensure patient and operational safety must be taken into consideration.

In the Public Procurement Regulations § 13-4 first chapter, letter b, no. 2, it is stated that a procurement can be made without a competition if the procurement is for services that only a specific supplier can provide as competition is impossible due to technical reasons. This is typically the case where only one supplier manufactures the product that works with the product that the contracting authority already has. As assessed by the contracting authority, the desired purchase herein can be said to fall under this category/exception. Only Vingmed AS can supply monitoring equipment of the Phillips Intellivue type.
