        The Norwegian Institute of Public Health, hereinafter referred to as the "Contracting Authority", needs to procure a framework agreement to cover the need for services within service, periodic maintenance, preventive maintenance and calibration of pipettes used in the Contracting Authority"s laboratory activities. The Norwegian Medicines Agency [Statens legemiddelverk] (the Norwegian Medicines Agency and Norwegian Customs [Tolletaten] share laboratory premises and use the same equipment) is also joining this agreement.

        The aim of this procurement is to ensure that the pipettes are checked, calibrated, and maintained in accordance with the current requirements. This is to ensure that the results of the analysis are reliable.

        The type of services needed for each laboratory will depend on internal resources and whether or not pipettes are used for accredited analyses. Needs may then vary from only service/repair upon discovery of faults and deviations for one department, while the needs of another department which is accredited per the ISO 17025 standard may be pre-checks and calibration twice yearly/annual calibration and periodic maintenance and service/repair.

        The pipettes are generally used to pipette biological material (infectious), chemicals and reagents. The pipettes are used at varying intervals, some daily, some weekly, some less frequently and spare pipettes are only calibrated before they are to be used. The contracting authority also has a number of pipettes used at the P3 lab that are autoclaved. Since several pipettes are used in accredited analyses, in this contest, the contracting authority will set quality requirements based on the needs of these laboratories.

        Duration: The agreement will be valid for 4 years after contract signing.

        The Contracting Authority would like to be able to coordinate maintenance and calibration so that the Tenderer can carry out the assignment in an efficient and appropriate manner. It would therefore be preferable to have a dialogue with the relevant departments to look at opportunities to create a maintenance and calibration plan for the relevant pipettes. Labelling of pipettes with calibration intervals may also be desired.

        Pipettes must be available for collection/delivery to the Contracting Authority:

        Tenderers must be registered in a company register or trade register in the member country where

        the tenderer is established. As described in annex XI to directive 2014/24/EU; tenderers from

The rating must be carried out by a credit rating company with licence to conduct this service. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
