II.2.4)Description of the procurement:

The municipality needs an all-round vehicle that can replace both a tipping lorry and a tractor. There is a need for high transport speed, high trailer weight, as well as accessibility beyond what an ordinary tipping vehicle can manage. There is also a need for manoeuvrability in a narrow urban environment, beyond what other tractor manufacturers can manage, combined with an equivalent trailer weight and transport speed. The vehicle will be used for snow clearing, gritting, snow blowing, edge cutting, as well as the transport of matter. Unimog has many possibilities thanks to the efficient 2 circuit hydraulics system. Unimog is very suitable for using with a sand spreader and snow plough. Unimog also has a very high maximum load for gritting sand. At the same time, the sand/salt spreader does not add extra length to the machine. This means that it is easy to manoeuvre in small areas, something that the contracting authority depends on. This also ensures very efficient operation. It will also have a stand-by function for flooding thanks to a wade height of 120 cm.

Explanation:

Selected tenderer NorMog AS, Heiasvingen 36, 1900 Fetsund has sole rights to the sale of Unimog in Norway.

As far as Moss Municipality is aware, there are no other alternative vehicles that fulfil these needs that are registered as a tractor with a maximum speed of 90 km/h.

Reason for awarding a contract without a prior contest.

The assessment is that there is a legal basis to make a direct procurement in accordance with the PPR § 13-4 b) 3.

This notice is in one with the PPR § 21-5.
