2023/2166 - Hire of temporary health staff
Reference number: 2023/2166The purpose of the procurement is to enter into a framework agreement that will cover the purchasing collaboration"s (the contracting authority"s) needs for the hire of temporary health staff of the right quality and in a cost-effective and socially responsible manner.
The framework agreement must cover all users/contracting authorities named in Annex 1 of the contract (SSA-R) at all times.

The framework agreement will cover the purchasing collaboration"s (the contracting authority"s) needs for the hire of temporary health staff, including mainly temporary health staff who are
- Nurses
- Social educators, care assistants, health staff and public health nurses
- Other temporary health staff requested within the scope of the framework agreement
The temporary services are intended to cover the contracting authority"s extraordinary needs where the contracting authority is unable to cover them with its own temporary health staff/employees in the municipality.
The contracting authority may need both short-term and long-term hiring of temporary health staff.
The contracting authority will need to hire temporary health staff for nursing homes, home care services, health and welfare centres and other health, environmental and care services.
If there are a sufficient number of qualified tenderers who fulfil the qualification requirements, the number of tenderers who will be invited to submit a tender will be limited to a minimum of 5 and a maximum of 8 tenderers.
In these cases, the selection of tenderers to be invited will be based on which tenderers best fulfil the selection criteria set out in the tender documents.
The framework agreements will be valid for two (2) years. The contracting authority will have an option to extend the contract for an additional one (1) year plus one (1) year, altogether a maximum four (4) years.
Tax Certificate requirement: The tenderer must have its tax, employer contribution and VAT payments in order.
Requirements concerning the tenderer"s registration, authorisation etc.:
Company Registration Certificate: Tenderers must be a legally established company.
Requirements for financial position: The tenderer must have sufficient financial strength to comply with the contractual requirements.
Minimum level(s) of standards possibly required:Documentation requirement:
Tenderers must present a credit rating, not older than 6 months from the deadline for submitting the request to participate in the contest, from a recognised credit rating company.
The contracting authority reserves the right to obtain a credit assessment itself.
Financial strength will be assessed on the basis of the tenderer"s turnover, liquidity, solvency and debt ratio.
Requirements for technical and professional qualifications:
A) Tenderers must have sufficient implementation ability to fulfil the contract.
B) Tenderers shall have valuable experience from relevant and comparable deliveries.
System for quality assurance and environmental standard:

Minimum level(s) of standards possibly required:Documentation requirement:
A) Provide a short and general description of the company, including: Statement of the company"s core competence related to the scope of delivery, A description of how the tenderer is organised for the execution of this contract, as well as the tenderer"s available capacity, and A description of how large a part of the contract the tenderer is considering handing off to a subcontractor.
B) Description of the tenderer"s 3 most relevant and comparable assignments in the last 3 years. Tenderers must substantiate compliance by completing the attached template for reference descriptions; see Annex 5 Reference Descriptions. Tenderers are asked to attach any available signed attestations from previous assignments.
C) A brief description of the tenderer"s quality assurance/management system. The description should be so detailed that the Contracting Authority can undertake an independent evaluation of whether the tenderer"s quality assurance/management system can be considered well-functioning for this contract. If a tenderer is certified in accordance with ISO 9001 or equivalent quality assurance certificate, it is sufficient to attach a copy of the valid certificate.
